In response to this challenge, the Policy Research Initiative (PRI) collaborated with departments and agencies that conduct and fund S&T to explore these issues. This article provides a summary from one of the PRI reports, The Transmission of Technology and Knowledge to Innovative Manufacturing Firms by Publicly Funded Research Organizations.

    This book is designed to contribute to the foundation of basic information that leaders and researchers will need when they begin to devote much more time and resources to the institutional adjustments that the up-coming wave of retirements among baby boomers will require. Its contents deal with aspects of retirement that have been outside the main focus in the research literature, but which will likely receive much greater attention in the future. These aspects include social issues arising from the emergence of a large number of people who form a substantial proportion of the adult population and whose length of time in retirement will be as long as that of a generation, roughly 25 years; women's retirement; family dynamics and retirement; and retirement processes among people with no career job as conventionally defined. A large part of the book is devoted to scientific papers that are based upon Statistics Canada's data and which require substantial innovations of useful concepts and data series that serve to illustrate the potentials of our data.

    The Programme for International Student Assessment (PISA) is a collaborative effort among member countries of the OECD, designed to assess, on a regular basis, the achievement of 15-year-olds in reading, mathematical and scientific literacy through a common international test. This report provides results from the PISA 2006 assessment of student performance in science, reading and mathematics at the provincial level, and compares the achievement of Canadian students to that of students internationally. PISA 2006 has a special focus on science. Over fifty countries participated in PISA 2006, including all 30 OECD countries. About 22,000 15-year-olds from more than 1,000 schools took part in Canada.

The major difference involves a change in coverage resulting from the inclusion of a number of aboriginal communities, the addition of the three territories, and the modification to the definition of collective dwellings.

    Using data from victimization, police and corrections surveys, this report provides a statistical portrait of the extent and nature of victimization and offending among Aboriginal people in Canada during the past few years.

    The report finds that Aboriginal people are much more likely than non-Aboriginal people to be victims of violent crime and spousal violence. Aboriginal people are also highly overrepresented as offenders charged in police-reported homicide incidents and those admitted into the correctional system. Furthermore, crime rates are notably higher on-reserve compared to crime rates in the rest of Canada.

    The report also examines particular factors which could be related to the high levels of representation in the criminal justice system. These factors include: Aboriginal people are younger on average; their unemployment rates are higher and incomes lower; they have lower levels of educational attainment; they are more likely to live in crowded conditions; they have higher residential mobility; and Aboriginal children are more likely to be members of a lone-parent family.

    Information on Aboriginal peoples fear of crime and their perceptions of the justice system as well as their experiences with discrimination are presented, along with a description of some of the programs and services that have been developed as a response to the specialized needs of Aboriginal people in the criminal justice system.

    We present new evidence on levels and trends in after-tax income inequality in Canada between 1980 and 2000. We argue that existing data sources may miss changes in the tails of the income distribution, and that much of the changes in the income distribution have been in the tails. Our data are constructed from Census files, which are augmented with predicted taxes based on information available from administrative tax data. After validating our approach in predicting taxes on the Census files, we document differences in the levels and trends in after-tax inequality between the newly constructed data source and the more commonly used survey data. We find that after-tax inequality levels are substantially higher based on the new data, primarily because income levels are lower at the bottom than in survey data. The new data show larger long-term increases in after-tax income inequality and far more variability over the economic cycle. This raises interesting questions about the role of the tax and transfer system in mitigating both trends and fluctuations in market income inequality.

    This report documents key aspects of the development of the International Adult Literacy and Life Skills Survey (ALL) - its theoretical roots, the domains selected for possible assessment, the approaches taken to assessment in each domain and the criteria that were employed to decide which domains were to be carried in the final design. As conceived, the ALL survey was meant to build on the success of the International Adult Literacy Survey (IALS) assessments by extending the range of skills assessed and by improving the quality of the assessment methods employed. This report documents several successes including: · the development of a new framework and associated robust measures for problem solving · the development of a powerful numeracy framework and associated robust measures · the specification of frameworks for practical cognition, teamwork and information and communication technology literacy The report also provides insight into those domains where development failed to yield approaches to assessment of sufficient quality, insight that reminds us that scientific advance in this domain is hard won.
