The Canadian Financial Capability Survey (CFCS), released by Statistics Canada in December 2009, was designed to collect information about Canadians' knowledge, abilities, and behaviours concerning financial decision-making. In addition to information on approaches to money management and financial planning, the CFCS collected information on issues relevant to current discussions about Canada's retirement income system. For example, retired respondents were asked about their financial standard of living in retirement and whether their retirement income is sufficient to comfortably cover their bills and financial commitments. Working-age Canadians were asked about their financial preparations for retirement. This research note provides highlights on retirement issues using the CFCS.

Using 2001 Census data, this paper investigates the extent to which the urban-rural gap in the earnings of employed workers is associated with human capital composition and agglomeration economies. Both factors have been theoretically and empirically linked to urban-rural earnings differences. Agglomeration economies-the productivity enhancing effects of the geographic concentration of workers and firms-may underlie these differences as they may be stronger in larger urban centres. But human capital composition may also drive the urban-rural earnings gap if workers with higher levels of education and/or experience are more prevalent in cities. The analysis finds that up to one-half of urban-rural earnings differences are related to human capital composition. It also demonstrates that agglomeration economies related to city size are associated with earnings levels, but their influence is significantly reduced by the inclusion of controls for human capital.

Data from the Longitudinal Administrative Data (LAD) base are used to compare the retirement status and earnings replacement rates achieved by individuals who were, and individuals who were not, Registered Pension Plan members in 1991 and/or 1992, when they were in their mid-fifties. Among men in this cohort, the likelihood of being retired at age 70 to 72 was about 4 to 14 percentage points higher among pension plan members than non-members. Data used for the study do not provide information on why RPP non-members tend to retire later than do members. Among retired individuals, earnings replacement rates did not differ significantly between RPP members and non-members.

The decline in earnings among immigrants over the past quarter century is well-documented, but its impact on various segments of the immigrant population is less well-known. This study examines long-term trends in the incidence of low income among working-age immigrants, immigrant seniors and the children of immigrants. The study looks at two main factors that contribute to the incidence of low income: market income and government transfers.

Like the United States and the United Kingdom, Canada has a higher proportion of low-paid jobs than Australia and most countries in continental Europe. While the differences with continental Europe highlight different approaches to the labour market, the much lower rate of low-paid work in Australia is more puzzling since that country shares many similarities with Canada. Differences in wage-setting mechanisms appear to play a role in explaining the disparity in rates of low-paid jobs.

The probability of receiving GIS benefits is strongly correlated with people's income levels at younger ages, particularly to their earnings in their 40s. Negative labour market and health occurrences, including EI receipt and disability claims, having a low income and the receipt of social assistance benefits increased the probability of GIS receipt, while having an employer pension plan or RRSPs decreased the probability.

The estimation of intergenerational earnings mobility is rife with measurement problems since the research does not observe permanent, lifetime earnings. Nearly all studies make corrections for mean variation in earnings because of the age differences among respondents. Recent works employ average earnings or instrumental variable methods to address the effects of measurement error as a result of transitory earnings shocks and mis-reporting. However, empirical studies of intergenerational mobility have paid no attention to the changes in earnings variance across the life cycle suggested by economic models of human capital investment.
Using information from the Intergenerational Income Data from Canada and the National Longitudinal Survey and Panel Study of Income Dynamics from the United States, this study finds a strong association between age at observation and estimated earnings persistence. Part of this age-dependence is related to a general increase in transitory earnings variance during the collection of data. An independent effect of life cycle investment is also identified. These findings are then applied to the variation among intergenerational earnings persistence studies. Among studies with similar methodologies, one-third of the variance in published estimates of earnings persistence is attributable to cross-study differences in the age of responding fathers. Finally, these results call into question tests for the importance of credit constraints based on measures of earnings at different points in the life cycle.
