For simplicity, the wording "medium-growth scenario" usually refers to scenario M1 which uses historical trends for the assumption on interprovincial migration.
It is obviously a simplification to equate the large 15-to-64 age group with the working-age population, particularly given that some persons aged 65 or over are employed.
Many studies, including Loh and George (2007), Guillemette and Robson (2006) and United Nations (2000), show that variations in the immigration level have a much greater effect on the size of the projected population than on its age structure.
