Saskatchewan conducted a limited pilot of seven ministries in 2007/2008. The difference in expenditures contributes to the differences between the 2007/2008 pilot survey and 2008/2009 data results including fifteen ministries. A large one time capital expenditure increased related scientific activities expenditures in 2008/2009. Research and development expenditures increased in 2009/2010 due to actual data being received for a ministry which previously provided estimates.
