1. Includes provincial research councils and foundations. In 2009, Newfoundland and Labrador, Prince Edward Island and Nova Scotia did not participate in Statistics Canada's survey of provincial scientific activities; therefore, data for these provinces are not included. Data for Saskatchewan are subject to revision.
2. "Higher education' (previously labelled "university") covers postsecondary educational institutions and affiliated teaching and research facilities. This change is part of an initiative to facilitate international comparisons. Organisation for Economic Co-operation and Development (OECD) guidelines request that R&D in the entire postsecondary sector be reported; however, data for Canada are limited to R&D activities in universities and affiliated institutions, as data on R&D in colleges and similar institutions are not being collected at Statistics Canada.
3. The private non-profit sector appears both in the performing sector and as a source of funds for the gross domestic expenditures on research and development (GERD) for Canada. Beginning with reference year 2000, the data for the private non-profit sector performing research and development are not distributed by provinces or territories. The national totals of research and development by performing sector include the PNP sector.
4. Includes the Yukon, Northwest Territories and Nunavut.
5. As of 2007, Quebec and Ontario figures include federal government expenditures on research and development performed in the National Capital Region.
6. "Government" includes other classes. "Private non-profit" included elsewhere.
7. National estimate or projection adjusted, if necessary, by the OECD Secretariat to meet OECD norms.
8. "Government" includes federal or central government only. The following categories exclude most or all capital expenditures: Government, Business enterprise, Higher education and Private non-profit.
9. Defence excluded (all or mostly). "Hgher education" excludes R&D in the social sciences and humanities.
10. "Private non-profit" represents a break in the series with the previous year for which data are available; underestimated or based on underestimated data.
11. OECD Secretariat estimate or projection based on national sources.
