Since 2000, the increase in tuition fees has slowed to an annual average of 4.1%. In contrast, in the 1990-1991 and 1991-1992 academic years, alone, they went up 15.2% and 16.5%, respectively. The recent lower fee increases reflect government moves to regulate fees.
