    Description: This discussion paper begins by providing the reasons for why equivalization methods are used. Following this, the square root scale is described and the motivations for using the square root scale are discussed. Third, a series of new tests are conducted to evaluate the efficiency of the square root scale, and these results are discussed in some detail as they reveal many insights. The final section of the paper raises considerations for creating Market Basket Measure (MBM) thresholds for different types of families, such as unattached individuals and those including seniors or persons with disabilities.

    The paper also provides an opportunity for the public and stakeholders to share feedback and comments in measuring poverty by different family characteristics in Canada.

    Description: The COVID-19 pandemic has highlighted several issues among health care workers in Canada’s long-term care and seniors’ (LTCS) homes, including labour shortages, staff retention difficulties, overcrowding, and precarious working conditions. There is currently a lack of information on the health, well-being, and working conditions of health care workers in LTCS homes—many of them immigrants—and a limited understanding of the relationship between them. Using data from the 2021 Survey on Health Care Workers’ Experiences During the Pandemic, this paper examines differences between immigrant and non-immigrant workers’ health outcomes and precarious working conditions during the pandemic.

    Description: From 2010 to 2019, the Labour Force Survey (LFS) response rate – or the proportion of selected households who complete an LFS interview – had been on a slow downward trend, due to a range of social and technological changes which have made it more challenging to contact selected households and to persuade Canadians to participate when they are contacted. These factors were exacerbated by the COVID-19 pandemic, which resulted in the suspension of face-to-face interviewing between April 2020 and fall 2022. Statistics Canada is committed to restoring LFS response rates to the greatest extent possible. This technical paper discusses two initiatives that are underway to ensure that the LFS estimates continue to provide an accurate and representative portrait of the Canadian labour market.

    Description: This research paper examines shelter and transportation costs within census metropolitan areas (CMAs). The paper begins by describing a proposed methodology for delineating urban and suburban sub-regions within CMA Market Basket Measure (MBM) regions.
