In this pilot study, the outcomes of six cohorts of young people who graduated from a university in the Maritime provinces between 2006 and 2011 are examined, including 37,425 undergraduate degree holders (those with a bachelor’s degree) and 6,740 graduate degree holders (those with a master’s degree or a doctorate).

RTI International is currently conducting a longitudinal education study. One component of the study involved collecting transcripts and course catalogs from high schools that the sample members attended. Information from the transcripts and course catalogs also needed to be keyed and coded. This presented a challenge because the transcripts and course catalogs were collected from different types of schools, including public, private, and religious schools, from across the nation and they varied widely in both content and format. The challenge called for a sophisticated system that could be used by multiple users simultaneously. RTI developed such a system possessing all the characteristics of a high-end, high-tech, multi-user, multitask, user-friendly and low maintenance cost high school transcript and course catalog keying and coding system. The system is web based and has three major functions: transcript and catalog keying and coding, transcript and catalog keying quality control (keyer-coder end), and transcript and catalog coding QC (management end). Given the complex nature of transcript and catalog keying and coding, the system was designed to be flexible and to have the ability to transport keyed and coded data throughout the system to reduce the keying time, the ability to logically guide users through all the pages that a type of activity required, the ability to display appropriate information to help keying performance, and the ability to track all the keying, coding, and QC activities. Hundreds of catalogs and thousands of transcripts were successfully keyed, coded, and verified using the system. This paper will report on the system needs and design, implementation tips, problems faced and their solutions, and lessons learned.

University degree holders in large cities are more prevalent and are growing at a more rapid pace than in smaller cities and rural areas. This relatively high rate of growth stems from net migratory flows and/or higher rates of degree attainment in cities. Using data from the 1996 and 2001 Censuses, this paper tests the relative importance of these two sources of human capital growth by decomposing degree-holder growth across cities into net migratory flows (domestic and foreign) and in situ growth: that is, growth resulting from higher rates of degree attainment among the resident populations of cities. We find that both sources are important, with in situ growth being the more dominant force. Hence, it is less the ability of cities to attract human capital than their ability to generate it that underlies the high rates of degree attainment we observe across city populations.

The International Adult Literacy and Skills Survey, undertaken in 2003, measured the proficiencies of a representative sample of Canadian adults aged 16 and over in four domains: prose literacy, document literacy, numeracy and problem solving, and benchmarked performance against an international standard. The proficiency scores are compared between provinces, territories and nations, and over time. Moreover, literacy performance is examined in relation to differences in variables such as educational attainment, employment and unemployment, earnings and self-assessed health. Analyses of the literacy performance of groups of special interest, including women and men, young adults and seniors, recent and established immigrants, and Aboriginal populations are included.
