Globally, the suicide rate is two times higher for males than for females. This observational study analyzed a routinely collected dataset based on all medical examiner-determined suicide deaths among people aged 10 years and older in Newfoundland and Labrador, Canada, between 1997 and 2016. The objectives of this study were to describe the overall and age-specific rates of suicide by sex and to compare the demographic and clinical characteristics of males and females who died by suicide.

By record linkage one joins records residing in separate files which are believed to be related to the same entity. In this paper we approach record linkage as a classification problem, and adapt the maximum entropy classification method in machine learning to record linkage, both in the supervised and unsupervised settings of machine learning. The set of links will be chosen according to the associated uncertainty. On the one hand, our framework overcomes some persistent theoretical flaws of the classical approach pioneered by Fellegi and Sunter (1969); on the other hand, the proposed algorithm is fully automatic, unlike the classical approach that generally requires clerical review to resolve the undecided cases.

The 2002 Immigration Refugee Protection Act (IRPA) replaced the Immigration Act, 1976 as the primary legislation guiding immigration in Canada. This article summarizes results from a recent study that compared the long-term use of social assistance among resettled refugees arriving under pre-IRPA guidelines (1997 to 2001), during the transition period (2002 to 2004), and post-IRPA (2005 to 2009). The authors used the Longitudinal immigration database (IMDB) to determine whether resettled refugees arriving after the introduction of IRPA were more likely to rely on social assistance than earlier cohorts.

Small area estimation model-based approaches that combine sparse survey data with rich data from auxiliary sources have been proven useful to improve the reliability of estimates for small domains. Considered here is a scenario where small area model-based estimates, produced at a given aggregation level, needed to be disaggregated to better describe the social structure at finer levels. For this scenario, an allocation method was developed to implement the disaggregation, overcoming challenges associated with data availability and model development at such fine levels. The method is applied to adult literacy and numeracy estimation at the county-by-group-level, using data from the U.S. Program for the International Assessment of Adult Competencies. In this application the groups are defined in terms of age or education, but the method could be applied to estimation of other equity-deserving groups.Release date: 2024-03-25
- Articles and reports: 11-522-X202200100012Description: At Statistics Netherlands (SN) for some economic sectors two partly-independent intra-annual turnover index series are available: a monthly series based on survey data and a quarterly series based on value added tax data for the smaller units and re-used survey data for the other units. SN aims to benchmark the monthly turnover index series to the quarterly census data on a quarterly basis. This cannot currently be done because the tax data has a different quarterly pattern: the turnover is relatively large in the fourth quarter of the year and smaller in the first quarter. With the current study we aim to describe this deviating quarterly pattern at micro level. In the past we developed a mixture model using absolute turnover levels that could explain part of the quarterly patterns. - Articles and reports: 12-001-X202300200010Description: Sample coordination methods aim to increase (in positive coordination) or decrease (in negative coordination) the size of the overlap between samples. The samples considered can be from different occasions of a repeated survey and/or from different surveys covering a common population. Negative coordination is used to control the response burden in a given period, because some units do not respond to survey questionnaires if they are selected in many samples. Usually, methods for sample coordination do not take into account any measure of the response burden that a unit has already expended in responding to previous surveys. We introduce such a measure into a new method by adapting a spatially balanced sampling scheme, based on a generalization of Poisson sampling, together with a negative coordination method. The goal is to create a double control of the burden for these units: once by using a measure of burden during the sampling process and once by using a negative coordination method. We evaluate the approach using Monte-Carlo simulation and investigate its use for controlling for selection “hot-spots” in business surveys in Statistics Netherlands.Release date: 2024-01-03

This feasibility report provides a blueprint for improving data on fraud in Canada through a survey of businesses and through amendments to the Uniform Crime Reporting (UCR) Survey. Presently, national information on fraud is based on official crime statistics reported by police services to the Uniform Crime Reporting Survey. These data, however, do not reflect the true nature and extent of fraud in Canada due to under-reporting of fraud by individuals and businesses, and due to inconsistencies in the way frauds are counted within the UCR Survey. This feasibility report concludes that a better measurement of fraud in Canada could be obtained through a survey of businesses. The report presents the information priorities of government departments, law enforcement and the private sector with respect to the issue of fraud and makes recommendations on how a survey of businesses could help fulfill these information needs.
To respond to information priorities, the study recommends surveying the following types of business establishments: banks, payment companies (i.e. credit card and debit card companies), selected retailers, property and casualty insurance carriers, health and disability insurance carriers and selected manufacturers. The report makes recommendations regarding survey methodology and questionnaire content, and provides estimates for timeframes and cost.
The report also recommends changes to the UCR Survey in order to improve the way in which incidents are counted and to render the data collected more relevant with respect to the information priorities raised by government, law enforcement and the private sector during the feasibility study.

Cyber-crime is a global problem that in many instances transcends national borders. Historically, compiling meaningful statistics about this activity has been difficult because of the reluctance on the part of victims to report these offences to police. However, because of the financial losses sustained, an increasing number of these crimes are being reported to police. As a result, federal, provincial and territorial governments, as well as the police community, are interested in analyzing national trends on cyber-crime and their impact on Canadians.
In response to this need for information, the Canadian Centre for Justice Statistics (CCJS) conducted a Special Study to examine the issues and data sources related to cyber-crime and to investigate the feasibility of collecting quantitative data from police services in Canada. This report examines definitions of cyber-crime, current legislation in Canada and other countries, existing data sources, summarizes results from consultations with selected police forces, and presents options for collecting cyber-crime data from police agencies.

For several years, urban transit ridership in Canada has been declining. In the late 1990s, ridership began to stabilize but at a level well below the peaks reached in previous years. Many have postulated reasons for the decline, including the dominance of the automobile, changes in work locations and hours, increasing fares, decreasing subsidies and increasing suburbanization.
Using data from approximately 85 Canadian urban transit service providers, over a period of 8 years, this paper outlines the empirical results of analysis to measure factors that have affected urban transit ridership. Among the key goals of this project was the development of measures of fare elasticity.
Demographic, socio-economic and level of service variables were used in the research to explain changes in ridership. A variety of dummy variables was also used to account for structural differences.
The paper concludes with an examination of major Canadian cities that carry the majority of all commuters in the country.
