With rates of online and social media use being high among young people, there is an increased risk of online forms of bullying and victimization. Utility score norms have been published for Canadian adults, but no nationally representative utility score norms are available for non-adults. However, because of the lack of objective measures of language skills, previous studies have mainly drawn on subjective measures of language proficiency and were confined to the effect of only one dimension or general language skills. This paper announces the release of the official Market Basket Measure (MBM) poverty thresholds for the 2021 reference year and provisional poverty thresholds for the 2022 reference year. In addition, it describes the role the Consumer Prices Indexes (CPIs) play in the annual updating of the MBM thresholds. It concludes by using the MBM thresholds' growth rates to help provide a signal as to whether poverty rates could rise or fall from 2020.

This analysis is based on the Rural Canada Business Profiles (RCBP) which is a database built from business tax returns. With several breakdowns available along the theme of rural and urban areas, the RCBP version released by Statistics Canada on January 13, 2023, provides data for 2020. Future updates of the RCBP, expected to be produced on an annual basis, will add more recent years as fresh data become available. The RCBP could be a useful and timely analytical tool in efforts to gain insights on trends and transformations in the rural business environment just as the economy enters the post-pandemic period.

In this paper, we propose sampling variance smoothing methods for small area proportion estimation. In particular, we consider the generalized variance function and design effect methods for sampling variance smoothing. We evaluate and compare the smoothed sampling variances and small area estimates based on the smoothed variance estimates through analysis of survey data from Statistics Canada. This report, revised in May 1999, describes the Electronic Publications Pilot (EPP) which was conducted to gather knowledge on how library staff and their clients are adjusting to the Internet. The pilot was conducted from September 1996 to September 1997 as a joint initiative of Statistics Canada and the Depository Services Program (DSP), in partnership with the depository library community. The objective of the pilot was to assess the impact of replacing print publications with electronic equivalents via the Internet in DSP libraries. This objective was based on an assumption that the electronic medium will complement print rather than replace it entirely and that departments will continue to produce some print publications in the future. The major conclusions of the pilot cover resources and training, web site feedback, selection of publications for conversion to electronic format, web site access and security, publication functionality and access and archiving.
