    The last decade of the Innovation Analysis Bulletin (IAB) tells the story of the evolution of the Science, Innovation and Electronic Information Division (SIEID) and its precursor, the Science and Technology Redesign Project. This evolution brings all the measurement and analysis activities together in an integrated approach to understanding technological and related organizational change. This includes measurement of research and development resources allocated to the formal generation of knowledge (research and development); the use and commercialization of intellectual property of universities, government laboratories and businesses; the activity of innovation; and the adoption and use of advanced manufacturing technologies, biotechnologies, information communication technologies (ICTs), knowledge management practices, nanotechnologies, and emerging technologies.

    Held in Ottawa, Canada, in September 2006, the Blue Sky II Forum examined new areas for indicator development and set a broad agenda for future work on science, technology and innovation (STI) indicators. Emphasis was placed on indicators of outcomes and impacts in order to support monitoring, benchmarking, foresight, and evaluation activities, applied to policies and programs, and their economic and social impacts. As expected the Forum provided ideas and guidance for indicators work in both OECD-member and non-member countries as well as for other international organizations.

    Description:

    Statistics Canada publishes information on industrial research and development (R&D) performers that includes the number of such firms and their total R&D expenditures. What has not been done to date is to look at R&D performers over time. This paper looks at R&D performance between 1994 and 2002 in three ways; first it looks at all firms that performed R&D at any point; the second section looks at R&D performing firms by R&D expenditure group for each year; and, the third section of the study follows firms that began to perform R&D and documents their R&D performance through time.

    This report summarises an expert meeting hosted by the Science, Innovation and Electronic Information Division on commercialization. The purpose of the meeting was to identify indicators that could be used in support of evidence-based commercialisation policy, and a conceptual framework to tie them together. The findings were that it was premature to adopt a single conceptual framework and that it was important to measure linkages among public sector actors and between those in the public and private sectors if the activity of commercialization was to be better understood.

    This paper analyses data from the Survey of Electronic Commerce and Technology 2002 that looks at the acquisition of significantly improved technologies and the introduction of new or significantly improved products to the market. The target groups are technological innovators (firms that acquired new technologies and/or sold new products), and non-innovators (firms that neither acquired new technologies nor sold new products). A series of profiles is presented of information communication technology (ICT) use as well as barriers to its use for technological innovators and non-innovators.

    These notes capture some of the presentations and the subsequent discussions that took place during the meeting of Statistics Canada's Science, Innovation and Electronic Information Division. For two full days, over 20 people talked about innovation from different perspectives and sought common understanding of the issues and consensus on where work on the subject should take the form of medium or longer terms. The meeting had a Canadian bias as it was part of the foresight progam of the Science, Innovation and Electronic Information Division, but it would not have been as productive had Jan Fagerberg not been able to join the group and share the work of the Towards a European Area of Research and Innovation (TEARI) project, which he leads. The meeting was further enriched by the insights gained as members of different communities of discourse exchanged their knowledge and arrived at common conclusions.

    Description:

    Services constitute the single most important industry in Canada's economy, with 68% of total gross domestic product, 75% of employment and 53% of consumer spending. However, this industry is not widely perceived as being Canada's spearhead of research and development (R&D), a role more traditionally assigned to the manufacturing sector. Still, services are becoming an increasingly important force in R&D, and this is why we should reconsider the true role played by R&D in the service sector. This article, in fact, sets out to quantify R&D activities within the service sector.

    Here are some highlights of this exploratory study:

    - In 2002, the commercial service sector was responsible for 28.5% of all R&D expenditures for the economy as a whole.

    - In 2000, 36.6% of all personnel assigned full time to R&D worked in the commercial service sector.

    - Quantification of the amounts spent on R&D from within the service sector does not necessarily correspond to traditional industrial classifications. For example, R&D is primarily performed in such sectors as biotechnology, software, telecommunications, the environment and logistics, which are not included in the North American Industry Classification System (NAICS) classification scheme.

    - Several service sector activities are very labour intensive and require highly skilled R&D workers. For example, of all employees performing R&D in the field of biotechnology, 23% hold doctorates or master's degrees.

    The networked economy involves economic and social actors and the links that tie them together. The information and communication technologies that provide the links are changing, as are the electronic products that they deliver. This requires the statistical office to introduce new surveys and to develop and use relevant industrial and product classifications. As technology changes, so does the way of doing business and trade in a global economy, with implications for statistics on labour, balance of payments and prices, and, more generally for the whole System of National Accounts. While the networked economy is the way of the future, there are people and businesses that cannot participate fully and there is a need for statistical information about them. This paper looks at these issues, at the statistics that are being developed, and at some of the gaps that are arising.

    Statistics Canada is engaged in the "Information System for Science and Technology Project" to develop useful indicators of activity and a framework to tie them together into a coherent picture of science and technology (S&T) in Canada. The working papers series is used to publish results of the different initiatives conducted within this project. The data are related to the activities, linkages and outcomes of S&T. Several key areas are covered such as: innovation, technology diffusion, human resources in S&T and interrelations between different actors involved in S&T. This series also presents data tabulations taken from regular surveys on research and development (R&D) and S&T and made possible by the project.
