- Articles and reports: 11-522-X202200100017Description: In this paper, we look for presence of heterogeneity in conducting impact evaluations of the Skills Development intervention delivered under the Labour Market Development Agreements. We use linked longitudinal administrative data covering a sample of Skills Development participants from 2010 to 2017. We apply a causal machine-learning estimator as in Lechner (2019) to estimate the individualized program impacts at the finest aggregation level. These granular impacts reveal the distribution of net impacts facilitating further investigation as to what works for whom. The findings suggest statistically significant improvements in labour market outcomes for participants overall and for subgroups of policy interest.Release date: 2024-06-28

This article uses data from the 2021 Survey on Access to Health Care and Pharmaceuticals During the Pandemic to explore unmet health care needs, and the reported impact of health service disruptions and delays, among First Nations people living off reserve, Métis and Inuit in the provinces during the COVID-19 pandemic. It also explores experiences of discrimination and other service access barriers among Indigenous people.

We use linked longitudinal administrative data covering a sample of Skills Development participants from 2010 to 2017. We apply a causal machine-learning estimator as in Lechner (2019) to estimate the individualized program impacts at the finest aggregation level. These granular impacts reveal the distribution of net impacts facilitating further investigation as to what works for whom. This report, revised in May 1999, describes the Electronic Publications Pilot (EPP) which was conducted to gather knowledge on how library staff and their clients are adjusting to the Internet. The pilot was conducted from September 1996 to September 1997 as a joint initiative of Statistics Canada and the Depository Services Program (DSP), in partnership with the depository library community. The objective of the pilot was to assess the impact of replacing print publications with electronic equivalents via the Internet in DSP libraries. This objective was based on an assumption that the electronic medium will complement print rather than replace it entirely and that departments will continue to produce some print publications in the future.
