    International migration has become increasingly fluid and is viewed decreasingly as a one-time, permanent movement from a source country to a destination country. Immigrant-receiving countries often point to long-term economic- and population-related goals as motivations for permanent immigration programs, making immigrants’ presence and absence patterns of increasing policy interest. This article explores two methodological issues related to measuring immigrants’ potential presence in Canada. The first is the use of auxiliary administrative data sources as a means to supplement the T1 Income Tax Return file, which—to date—has been one of the key data sources used to estimate emigration among Canadian immigrants.   • 10. Are Refugees More Likely to Leave Initial Destinations than Economic Immigrants? Recent Evidence from Canadian Longitudinal Administrative Data

    Unlike economic and family class immigrants, who mostly make their own choice about where to settle in Canada, the initial geographic location of refugees is strongly influenced by government resettlement programs. Government-assisted refugees (GARs) are assigned to one of many designated communities based on a pre-approved regional quota of refugee allocation and the match between a refugee’s needs and community resources. Privately sponsored refugees (PSRs) are received by their sponsors, who are scattered across the country. While previous research suggests that refugees, especially GARs, are more likely to undertake secondary migration than other immigrants, no large-scale quantitative study has compared the rates of departure from initial destination cities for different immigrant categories in the long term. This study compares long-term secondary migration in Canada by immigrant admission category, with a focus on the size of the initial city of settlement.

    The objective of this study is to examine the feasibility of using provincial and territorial health care files of new registrants as an independent measure of preliminary inter-provincial and inter-territorial migration. The study aims at measuring the conceptual and quantifiable differences between this data source and our present source of the Canada Revenue Agency's Canadian Child Tax Benefit.

    Criteria were established to assess the quality and appropriateness of these provincial/territorial health care records as a proxy for our migration estimates: coverage, consistency, timeliness, reliability, level of detail, uniformity and accuracy.

    Based on the present analysis, the paper finds that these data do not ameliorate the estimates and would not be suitable at this time as a measure of inter-provincial/territorial migration. These Medicare data though are an important independent data source that can be used for quality evaluation.
