    Natural resources play an important role in the Canadian economy because their extraction forms a significant component of Canada’s current income. Currently Canada’s natural resource asset accounts include energy resources, mineral resources and timber. The monetary value of a natural resource asset can be derived using several approaches such as market price, replacement cost and the net present value generated from the resource.

    This study summarizes the methods used to integrate the value of selected natural resource assets into Canada’s quarterly national balance sheet accounts. It also explains the need to incorporate natural resource assets to provide a more comprehensive picture of Canada’s wealth. Data sources used include the quarterly national balance sheet accounts and the annual natural resource asset accounts.

    This paper examines the feasibility of developing a Natural Resources Satellite Account (NRSA) consistent with the Canadian System of National Accounts. The NRSA is an expandable framework that can be used to present Statistics Canada’s existing data holdings for the natural resource sector as well provide increased detail for data users. This feasibility study starts by discussing satellite accounts within the framework of the System of National Accounts (SNA).The definition of natural resources is addressed. Experimental results are then provided for the years 2009 to 2012, based on the proposed definition. Further developments and potential extensions are discussed in a concluding section.

    Description:

    This paper presents a growth accounting framework in which subsoil mineral and energy resources are recognized as natural capital input into the production process. It is the first study of its kind in Canada. Firstly, the income attributable to subsoil resources, or resource rent, is estimated as a surplus value after all extraction costs and normal returns on produced capital have been accounted for. The value of a resource reserve is then estimated as the present value of the future resource rents generated from the efficient extraction of the reserve. Lastly, with extraction as the observed service flows of natural capital, multifactor productivity (MFP) growth and the other sources of economic growth can be reassessed by updating the income shares of all inputs, and then, by estimating the contribution to growth coming from changes in the value of natural capital input. This framework is then applied to the Canadian oil and gas extraction sector.

    Quantifying how Canada's water yield has changed over time is an important component of the water accounts maintained by Statistics Canada. This study evaluates the movement in the series of annual water yield estimates for Southern Canada from 1971 to 2004. We estimated the movement in the series using a trend-cycle approach and found that water yield for southern Canada has generally decreased over the period of observation.

    In 2008, Statistics Canada conducted the first Agricultural Water Use Survey. This pilot survey is part of the Canadian Environment Sustainability Indicators initiative and collects information on volumes of water used for irrigation, irrigated areas, irrigation practices and the quality of water used for agricultural purposes. This technical paper describes the methodology used for the pilot survey and includes recommendations for future cycles of the survey. The validation process seems to indicate that the method used to estimate the volumes of water used and the irrigated areas calculated underestimates the results. The report gives recommendations to minimize this bias in the next iterations of the survey. First, it is recommended to simplify the level of information collected by the survey; to review the sampling methodology; and to examine other means of collecting information on volumes of water used for irrigation. This pilot version of the survey remains a reliable source for consistent data on agricultural water use.

    Description:

    In this paper, we present the methodology developed by Statistics Canada to calculate the average annual water yield for Canada. Water yield, for the purposes of this paper, is defined as the amount of freshwater derived from unregulated flow (m3 s-1) measurements for a given geographic area over a defined period of time. The methodology is applied to the 1971 to 2000 time period.

    This research was conducted to fill data gaps in Statistics Canada's water statistics program. These gaps exist because estimates of freshwater flow for Canada have not been calculated regularly and have been produced using a variety of methods that do not necessarily generate comparable results. The methodology developed in this study produced results that are coherent through space and time. These results will be used in the future to investigate changes in water yield on a more disaggregated basis.

    To achieve the water yield estimate a database of natural streamflow observations from 1971 to 2000 was compiled. The streamflow values were then converted to a runoff depth and interpolated using ordinary kriging to produce spatial estimates of runoff. The spatial estimates were then scaled to create a National estimate of water yield as a thirty-year average. The methodology and results were then validated using a stability analysis and several techniques involving uncertainty. The result of the methodology indicates that the thirty-year average water yield for Canada is 3435 km3.

    Description: Natural resource asset accounts are one of the main elements of the United Nations System of Environmental-Economic Accounting which was adopted as an international statistical standard in 2012. Natural resource asset accounts measure quantities of natural resource assets (oil, natural gas, minerals, and timber) and the annual changes in these assets due to natural processes and human activity. These accounts, which are recorded using both physical and monetary units, form the basis of the estimates of Canada's natural resource wealth that are integrated into the Canadian national balance sheet accounts.

    Description: The purpose of this survey is to obtain information on the quality of surface water in Canada on an annual basis. Data are obtained from water quality monitoring programs managed by Environment Canada, provincial departments, or under federal-provincial agreements. At present, the freshwater quality indicator is presented as a national histogram of three consecutive years worth of results of the water quality index, calculated at individual monitoring sites across the country. The histogram groups values into five categories: poor, marginal, fair, good and excellent.
