This information is important for practitioners and policymakers as it goes beyond anecdotal evidence on a subject affecting millions of Canadians and our trade corridors. The mobility indicator in question is the Travel Time Index (TTI). It is the ratio of the measured travel time to the free-flow travel time. Free-flow travel time is measured overnight, when drivers are free to drive at their desired speed because of low volume traffic conditions.
