The federal government offers business innovation and growth support through program streams managed by its departments and agencies. In 2017, enterprises in the manufacturing sector accounted for almost one-quarter of the beneficiaries of this support and received almost one-third of the total value of support (Statistics Canada, 2020). The objective of this analysis is to assess the impact of federal growth and innovation support on the employment and revenue of beneficiary enterprises in the manufacturing sector between 2007 and 2017. This analysis suggests that enterprises that received federal support for growth and innovation experienced stronger employment and revenue growth relative to non-beneficiary enterprises. Over the three years following receipt of support, employment growth for beneficiary enterprises averaged 1.8% per year while, on average, enterprises that did not receive support experienced employment declines. Over the same period, the average annual revenue growth of beneficiary enterprises was higher than that of non-beneficiary enterprises by 4.6 percentage points.

From the early 2000s to the mid-2010s, the number of employees in manufacturing fell by roughly half a million in Canada. During that period, the percentage of Canadian men aged 21 to 55 employed mainly full time for at least 48 weeks in a given year fell by 5 percentage points, from 63.6% in 2000 to 58.6% in 2015. This study investigates whether the two trends are connected, i.e., whether the decline in manufacturing employment caused a decline in employment rates and wages among men.

Output growth in Canadian manufacturing was slower in the 2000s than in the 1990s. The sector’s real output declined, in contrast to an overall increase in output in the business sector (Clarke and Couture 2017). It fell rapidly during the 2007-to-2009 financial crisis, and returned to its pre-crisis level only in 2016. The market share of foreign-controlled firms also declined after 2000 (Baldwin and Li 2017).
This paper examines the role of multinationals and reallocation in productivity growth in the Canadian manufacturing sector for the period from 2001 to 2010, a period of significant change in this sector. It contributes to the literature on several fronts. First, it complements the literature by examining productivity growth at the firm level. This paper also seeks to examine whether the decline that started around 2006 was associated with changes in the effect of reallocation and the role of foreign multinationals in aggregate productivity growth.

This paper provides an analysis of technological change within the Canadian economy based on data from the 2006 Survey of Electronic Commerce and Technology where firms indicated how they introduced significantly improved technologies. The paper explores differences in the use of methods of introduction of significantly improved technologies by firm/organization size and by industry in both the private and public sectors.
The paper begins with a brief presentation of previous work carried out on technology introduction. The methodology is described. A description of concepts used in the analysis will follow. Analytic results examining technological change in the private sector overall, by industry and by size, and the public sector overall, by industry and by size are presented. A comparison of technological change in the private and public sectors follows. The paper concludes with a discussion of analytic results and further analytic work that could be undertaken.

This paper examines the characteristics of plants in the manufacturing sector undergoing changes in ownership to further our understanding of the underlying causes of mergers and acquisitions. Previous Canadian studies (Baldwin 1995; Baldwin and Caves 1991) compare the performance of merged plants at the beginning and the end of the 1970s. This paper examines annual changes that occurred over the 1970s, 1980s, and 1990s to provide a longer-run perspective. In doing so, it outlines the amount of change taking place (both the number of plants affected and the share of employment) and the characteristics of plants that led to their takeover. Differences between foreign and domestic takeovers are also examined.

This paper uses plant-level data on productivity growth and changes in market share over different periods during the 1970s, 1980s, and 1990s to investigate whether plants with declining market shares obtain productivity spillovers from more successful producers and whether the impact of spillovers is affected by the distance between plants. We are primarily interested in the extent to which productivity externalities moderate the centrifugal forces that separate growing plants from declining rivals because of the productivity advantages enjoyed by the former.
The paper focuses on the productivity performance of plants with declining market shares as potential receivers of productivity spillovers. Two possible sources for these spillovers are examined rival plants operating at the technological frontier and rivals that are actively gaining market share. The analysis advances a model of the externality process in which the productivity of declining plants is influenced by (1) the economic distance of the declining plant from its technological frontier at the beginning of any period, (2) contemporaneous productivity gains in rival plants that are actively wresting market share away from decliners, and (3) the distance between rival plants.
We evaluate the existence and magnitude of these sources of spillovers frontier plants and market-share gainers because of what they reveal about the types of productive information that struggling plants may be able to assimilate from rivals. Spillovers from the plants at the existing frontier are likely to reflect the established best practices of industry leaders; spillovers coming from market-share gainers involve new sources of productive knowledge that emerge as the frontier is actively being re-established. Our model also incorporates geographic information on the proximity of declining plants to both frontier plants and market-share gainers to test whether productivity spillovers are spatially circumscribed. The results provide evidence that productivity improvements in more successful plants benefit their struggling rivals and that these benefits are inversely related to distance; however, the magnitude of spillovers from growing plants to decliners is relatively small. Spillovers do not offer much of a safety net for producers that are losing the productivity race. The paper also shows that declining plants that start out behind the technological frontier are likely to fall further behind, after the impact of mean reversion is taken into account.
