    Description:

    Providing effective treatment and rehabilitation of young offenders, and ensuring the safety of Canadian communities are primary objectives of the youth justice system. The Young Offenders Act, proclaimed in 1984, introduced rights for adolescents previously guaranteed for adults only; recognized the special needs of youths due to varying levels of maturity; the necessity for youths to accept responsibility for unlawful action; and the right of society to protection from illegal behaviour. In response to concerns about the effectiveness of the law, the current Young Offenders Act will soon be replaced by new legislation. The Youth Court Survey, through the collection and dissemination of youth court information, continues to assist policy-makers and program managers as they redefine the nature of Canada’s youth justice system. The Youth Court Survey captures the court process and response to youth crime rather the prevalence of criminal activity.

Increasingly, this system has felt the pressure of public and media scrutiny. The recent parliamentary review and the media have focused on the most serious criminal events involving youths. The Youth Court Survey, through the collection and dissemination of youth court information, assists policy-makers and program managers as they struggle to redefine the nature of Canada's youth justice system. The Youth Court Survey provides data to monitor the current practice of the courts to deal with youths, aged 12 to 17 at the time of the offence, in the criminal justice system. This Juristat provides information on the nature and volume of cases processed by the youth courts of Canada, on accused characteristics, and on case outcomes during the 1995-96 fiscal year (April to March). National caseload trends are also included.

    Crime statistics for 2003 were first released in July 2004. Canadian crime statistics, 2003, released today, presents additional detailed information. Standard crime tables are presented for Canada, the provinces and territories, and all census metropolitan areas. Also included in the publication is a set of 20 tables from the Incident-based Uniform Crime Reporting Survey, based on data collected from 122 police departments in nine provinces that dealt with 61% of the national volume of police-reported crime. These tables examine the characteristics of the victims and the accused (their age and sex, the relationship of the accused to the victim, level of injury and weapon causing injury), as well as the criminal incident itself (location of the incident, target of violation, presence of weapons and type of property stolen).
