      Description:

The educational attainment of the Canadian population has been rising rapidly in recent decades. There is concern that educational expansion has outpaced demand, leading to an increased prevalence of over-education. Over-education is defined as educational qualification that exceeds what is required to adequately perform the job. This study uses census data to document the rising supply of university-educated workers by immigration status from 2001 to 2016. It further examines trends in over-education among university-educated workers who are recent immigrants (those who arrived in Canada 1 to 10 years before the census) and those who are Canadian-born youth (aged 25 to 34). For each population group, this study examines the extent to which the observed trend in over-education status is associated with changes in demographic characteristics and supply and demand factors.

      Description:

This article provides an analysis of greenhouse gas emissions from a demand perspective. The analysis is based on the greenhouse gas emissions accounts and input-output accounts produced at Statistics Canada. It shows that domestic requirements for goods and services led to 54% of Canadian industrial emissions, while production to satisfy exports accounted for the remaining 46%. Between 1990 and 2002, emissions associated with domestic demand grew slowly at 0.4% while those associated with the production of goods for export grew by 50%.

The unemployment rate is a well-known barometer of labour-market health. The rise in the national unemployment rate in the years immediately following the high-tech meltdown has been replaced by sustained annual declines. Of course not all parts of the country have shared equally in the improvement. The article tracks the range of unemployment rates for local labour markets (the 28 census metropolitan areas [CMAs] and the 10 provincial non-CMA areas). It also looks at the relative durations of unemployment.

      Description:

This paper discusses the revision policy of Canada's National Tourism Indicators (NTI) and summarizes results from some recent studies of data revisions to the NTI. The discussion is timely, as the adoption of explicit data revision policies has been emphasized recently as an essential element in the good governance of statistical systems.

The paper starts with a brief description of the NTI, their underlying conceptual framework, and their sources and methods. Next comes a discussion of the need for data revisions, and an outline of various types of revisions. Then a few sections are devoted to the new NTI revision policy adopted with the first quarter 2004 estimates, and the associated costs and benefits. Revision studies, which have been used to assess quality of national accounts estimates, and the database established to track data revisions to the NTI are described next. Last, results from some recent NTI data revision exercises and studies are summarized.

      Description:

This paper quantifies the contribution of public capital to productivity growth in the Canadian business sector. The approach developed here incorporates demand and supply forces, including the contribution of public capital, which may affect productivity performance. We estimate the model using disaggregated data composed of 37-industries in the Canadian business sector from 1961 to 2000. The results indicate that the main contributors to productivity growth, both at the industry and aggregate levels, are technical change and exogenous demand (representing the effect of aggregate income and population growth). Public capital contributed for about 18% of the overall business sector multifactor productivity growth over the 1961 to 2000 period. This is somewhat lower than the figures reported in the literature. However, the magnitudes of the contribution of public capital to productivity growth vary significantly across industries, with the largest impact occurring in transportation, trade and utilities.
