    This paper focuses on the application of graph theory to the development and testing of survey research instruments. A graph-theoretic approach offers several advantages over conventional approaches in the structure and features of a specifications system for research instruments, especially for large, computer-assisted instruments. One advantage is to verify the connectedness of all components and a second advantage is the ability to simulate an instrument. This approach also allows for the generation of measures to describe an instrument such as the number of routes and paths. The concept of a 'basis' is discussed in the context of software testing. A basis is the smallest set of paths within an instrument which covers all link-and-node pairings. These paths may be used as an economic and comprehensive set of test cases for instrument testing.

Last year a very interesting approach has been developed to read bio-metrics directly from medical instruments, and input them into the Blaise software.     This paper discusses in detail issues dealing with the technical aspects of designing and conducting surveys. It is intended for an audience of survey methodologists.

    From a survey of employer payroll/tax filing practices, the Bureau of Labor Statistics (BLS) determined that some businesses prepare their own tax reports using payroll/tax software developed internally or purchased, while others arrange contracts with third parties for this type of service. Subsequently, the BLS developed an electronic data collection strategy for the quarterly Multiple Worksite Report (MWR), which is filed by 112,000 legal entities representing 1.2 million worksites.

    Recently, the BLS has been working closely with payroll/tax software developers and with firms providing payroll/tax filing services in order to include the electronic transmittal of MWR data into their systems. In the past, employers with multiple establishments in different states had to manually file paper MWRs for each state. With electronic reporting, data for all states are sent directly to the BLS, where the data is edited and then forwarded on to the proper state.

    This paper discusses the background information noted above, as well as the various approaches that the BLS staff has used to solicit the co-operation of these firms in modifying their systems to include electronic reporting as an option or additional service.

    Using survey data, this paper investigates problems that firms in the Canadian manufacturing sector face in their decision to adopt advanced technology. The data show that while the use of advanced technology is relatively important (users account for over 80% of all shipments), it is not widespread among firms (users represent only about one-third of all establishments). One explanation lies in the fact that while advanced technologies provide a wide range of benefits, firms also face a series of problems that impede them from adopting advanced technology. These impediments fall into five groups: cost-related, institution-related, labour-related, organization-related, and information-related.

    While it might be expected that impediments would be higher for non-users than users of technologies, the opposite occurs. We posit that the reason for this is that innovation involves a learning process. Innovators and technology users face problems that they have to solve and the more innovative firms have greater problems. We test this by examining the factors that are related to whether a firm reports that it faced impediments. Our multivariate analysis reveals that impediments are reported more frequently among technology users than non-users; and more frequently among innovating firms than non-innovating ones. We conclude that the information on impediments in technology and other related surveys (innovation) should not be interpreted as impenetrable barriers that prevent technology adoption. Rather, these surveys indicate areas where successful firms face and solve problems.

    A new accounting approach treats software as an investment was implemented in the Canadian System of National Accounts (SNA) during 2001. Preliminary estimates of software capital stocks were included for the first time in the National Balance Sheet Accounts (NBSA) released in March 2001. Software investment was then included in the gross domestic product (GDP) with the first quarter 2001 release (May 31, 2001) of the National Economic and Financial Accounts (NEFA). Later in the year, it was included in the Input-Output (I/O) Accounts, Provincial Economic Accounts (PEA) and the Industry Measures Accounts (IMA) with the release of October 30, 2001.

    This mini historical revision brings Canada in line with a number of countries, including the United States and other G-7 member nations, who introduced software into their GDP over the last few years. It also brings Canada in line with the 1993 SNA recommendation that business and government acquisition of software be treated in national accounts as an investment as opposed to a current expense. Software is now treated like any other capital input that is used repeatedly in production over a year or more whereas, formerly, it was treated as if it were fully used up during the production period like any other intermediate input. This new accounting for software has raised the level of GDP, although the effects on GDP growth turn out to be relatively small.

    In epidemiology analysis of longitudinal data is commonly accepted as providing the most robust measures of association between putative risk and selected outcomes such as death or cancer. SMARTIE is a SAS application for efficient analysis of longitudinal data. Based on person days at risk, it can handle multiple exits from and re-entries to risk, and derives outcome measures such as survival rates. Standardised Mortality Ratios (SMRs) and Cancer Incidence Ratios (SIRs). Summary data can be produced in a format easily ported to any modelling package such as Stats 5.0. We discuss the background to its development, the overall program structure, its command language, and finally we say something about the organization of outputs. Findings from survival studies using the Longitudinal Study of the Office for National Statistics (ONS) are used to demonstrate features of SMARTIE. This study is based on one per cent of the population of England and Wales. It is continually updated with the addition of new members and with information from birth, death and cancer records, and from the census.
