This article in the Economic Insights series provides users with an integrated summary of long-term changes in several characteristics of the jobs held by Canadian employees. The article assesses the evolution of median real hourly wages in all jobs, full-time jobs and part-time jobs, as well as the evolution of layoff rates. It also examines changes in the percentage of jobs that are full-time; permanent; full-time and permanent; unionized; in public administration, educational services, health care and social assistance; covered by a registered pension plan (RPP); and covered by a defined-benefit RPP. Unless otherwise noted, statistics are shown for the main job held by employees in May and cover the period from 1981 to 2018. The main job is the job with the most weekly work hours. Full-time jobs involve 30 hours or more per week.

This paper focuses on the role of investments in infrastructure in Canada. The size of infrastructure investments relative to other capital stock sets this country apart from most other Organisation for Economic Co-operation and Development countries. The paper reviews the approaches taken by other researchers to define infrastructure. It then outlines a taxonomy to define those assets that should be considered as infrastructure and that can be used to assess the importance of different types of capital investments. It briefly considers how to define the portion of infrastructure that should be considered 'public'. The final two parts of the paper apply the proposed classification system to data on Canada's capital stock, and ask the following questions: how much infrastructure does Canada have and in which sectors of the economy is this infrastructure located? Finally, the paper investigates how Canada's infrastructure has evolved over the last four decades, both in the commercial and non-commercial sectors, and compares these trends with the pattern that can be found in the United States.

For 2002, the rate of technology adoption in the public sector stood at close to double that of the private sector: 82% versus 42%. Quite obviously, not all turn-of-the-century technological change within the public sector was directly linked to the Year 2000 phenomena. Rather, public sector organizations appear to refresh their technologies on a continual basis. It also appears that the public sector remains committed to supporting the acquisition of significantly improved technologies through training.
This paper is based on information from the 2002 Survey of Electronic Commerce and Technology (SECT) and concentrates on the acquisition of significantly improved technologies in the public sector. To provide context, comparisons are made with the private sector, with special attention given to employment size groups. The paper outlines the methods employed to acquire new technologies. It also provides an overview of three sectors within the public sector: educational services, health care and social services, and public administration.

Information and communication technologies (ICTs) represent both a "problem" and an "opportunity" for rural Canadians. On the one hand, rural employment levels are diminished as more services are supplied to rural Canadians by ICTs - the ubiquitous ATMs (automatic teller machines) are one example. On the other hand, ICTs, and particularly the Internet, provide easier access for rural Canadians to target urban markets and provide urban consumers with easier access to rural goods and services of human capital. In addition, characteristics of migrating youth are discussed as youth can be seen as an indicator of the state of rural areas and are a key factor in rural development. The understanding of the patterns of migration may give rise to solutions for the retention of human capital in rural and small town areas and the promotion of rural development.
