Innovative plants are also more likely to receive external funding, to export and import, to use both formal and informal methods of intellectual property protection, and to have differences in how they rate the importance of success factors.

    Description:

    This paper uses plant-level data on productivity growth and changes in market share over different periods during the 1970s, 1980s, and 1990s to investigate whether plants with declining market shares obtain productivity spillovers from more successful producers and whether the impact of spillovers is affected by the distance between plants. We are primarily interested in the extent to which productivity externalities moderate the centrifugal forces that separate growing plants from declining rivals because of the productivity advantages enjoyed by the former.

    The paper focuses on the productivity performance of plants with declining market shares as potential receivers of productivity spillovers. Two possible sources for these spillovers are examined rival plants operating at the technological frontier and rivals that are actively gaining market share. The analysis advances a model of the externality process in which the productivity of declining plants is influenced by (1) the economic distance of the declining plant from its technological frontier at the beginning of any period, (2) contemporaneous productivity gains in rival plants that are actively wresting market share away from decliners, and (3) the distance between rival plants.

    We evaluate the existence and magnitude of these sources of spillovers frontier plants and market-share gainers because of what they reveal about the types of productive information that struggling plants may be able to assimilate from rivals. Spillovers from the plants at the existing frontier are likely to reflect the established best practices of industry leaders; spillovers coming from market-share gainers involve new sources of productive knowledge that emerge as the frontier is actively being re-established. Our model also incorporates geographic information on the proximity of declining plants to both frontier plants and market-share gainers to test whether productivity spillovers are spatially circumscribed. The results provide evidence that productivity improvements in more successful plants benefit their struggling rivals and that these benefits are inversely related to distance; however, the magnitude of spillovers from growing plants to decliners is relatively small. Spillovers do not offer much of a safety net for producers that are losing the productivity race. The paper also shows that declining plants that start out behind the technological frontier are likely to fall further behind, after the impact of mean reversion is taken into account.

    This paper makes use of a growth accounting framework to examine the importance of public capital for private sector productivity growth. Most measures of multifactor productivity consider only the inputs of the business sector. This paper produces an alternate measure of multifactor productivity for the business sector that incorporates the impact of public capital. It uses the estimate of the elasticity of business sector output with respect to public capital derived from Macdonald (2008). Over the period, the conventional estimate of MFP growth averages 0.4% per year. About half of this growth is attributable to public capital.

    This paper examines firm turnover and productivity growth in the Canadian retail trade sector. Firm turnover occurs as the competitive process shifts market share from exiting firms and existing firms that contracted to entering firms and existing firms that expanded. There is considerably more firm turnover in the retail sector than in the manufacturing sector and more of it comes from entry and exit. Moreover, contrary to the manufacturing sector where only part of overall productivity growth comes from firm turnover and the re-allocation of resources from the less to the more productive, all of the aggregate productivity growth comes from this source in the retail sector. This suggests that the much-discussed Wal-Mart effect on retail sector productivity mainly comes from the Wal-Mart-created competitive pressure that shifts market share from exitors and declining incumbents to entrants and growing incumbents. Foreign-controlled firms contributed 30% of labour productivity growth and 45% of multifactor productivity growth in the retail trade sector in the period from 1984 to 1996, which are mainly due to the entry of foreign-controlled firms and expansion of more productive foreign-controlled existing firms.

    This paper compares the productivity growth of a set of Canadian and U.S. regulated industries. Using data from Statistics Canada's KLEMS database and the U.S. Bureau of Economic Analysis, the paper examines productivity growth in transportation services (which includes air and rail), broadcasting and telecommunications, and financial services (which includes financial intermediation and insurance), over the period from 1977 to 2003. The majority of these provide the foundational networks on which other industries rely. These sectors were quite heavily regulated in Canada at the beginning of the period of study (1977), experienced partial deregulation during the period and still faced various types of regulation at the end (2003). Deregulation also occurred in the United States, but regulation has generally been less restrictive there over most of the period.

    The evidence shows that many of the Canadian industries that underwent deregulation experienced faster labour productivity growth and multifactor productivity growth than did the aggregate Canadian business sector and had similar or higher productivity growth than did their counterparts in the United States over the 1977-to-2003 period. Those industries include rail transportation, broadcasting and telecommunications, financial intermediation and insurance carriers. The airline industry had slower productivity growth in Canada than in the United States over the 1977-to-2003 period.

    The Canadian Productivity Accounts: Data is an electronic publication that contains a series of tables on productivity growth and related variables for the business sector and its 51 major sub-sectors based on the North American Industry Classification System. These tables allow users to have a broader perspective on Canadian economic performance. They complement the information available on CANSIM which offers more detail, particularly at the industry level.

    Canadian Productivity Accounts (CPA) are responsible for producing, analyzing and disseminating Statistics Canada's official data on productivity and for producing and integrating data on employment, hours worked and capital services consistent with the Canadian System of National Accounts. To this end, the CPA comprise three programs. The quarterly program provides current estimates on labour productivity and labour costs at the aggregate level for 15 industry groups. The annual national program provides yearly estimates on labour productivity, multifactor productivity and several indicators of sources of growth and competitiveness as they apply to the major sectors of the economy and to the industry level. Lastly, the annual provincial program, as an integral part of the Provincial Economic Accounts, provides estimates on employment, hours worked, labour productivity and labour costs at the industry level for each province and territory.

    The Canadian Productivity Accounts: Data covers four series of statistical tables:

    Productivity measures the efficiency with which inputs (labour and capital in particular) are utilized in production. Productivity measures can be applied to a single input, such as labour productivity (output per hour worked), as well as to multifactor productivity (output per unit of combined labour and capital inputs). Statistics Canada produces these two main measures of productivity, but other productivity ratios can also be measured (e.g., output per unit of capital services).

    Understanding intangible investments is essential for providing accurate measures of gross fixed capital formation (GFCF), gross domestic product (GDP) and productivity growth, and for understanding the innovation system. Statistical agencies need measures of intangible investment to produce economic statistics on aggregate activity that accurately measure concepts such as GDP, GFCF or savings. The levels of GDP, GFCF and savings will be underestimated to the extent that expenditures are incorrectly classified as intermediate inputs that are fully consumed during the period being measured—and not as investments that are not fully consumed during the period when the expenditures are incurred. Estimates for GDP and productivity growth rates may be similarly underestimated. This paper updates and expands upon the intangible capital estimates presented by Baldwin et al. (2009), who extended already measured intangibles (i.e., research and development [R&D], software, mineral exploration) to include additional asset classes consistent with international research on intangible capital measurement (see Corrado, Hulten and Sichel 2009).

    Multifactor productivity (MFP) declined in Canada from 2000 to 2009 and then recovered after. The movements in productivity since 2000 have attracted great attention from researchers and policy makers because productivity is important both for economic growth and for improvements in living standards. This paper applies the stochastic frontier framework to decompose each firm’s MFP into two parts: its technological frontier and its technical efficiency. Change in the aggregate technological frontier refers to improvements in the productivity potential of an economy, i.e., the maximum productivity of an economy if all firms are fully efficient. Aggregate technical efficiency reflects the economy’s capacity to achieve that potential. The results of this decomposition can show whether the movements in productivity after 2000 in Canada were mainly the result of changes in the technological frontier and productivity potential or of changes in the technical efficiency.

    Description: This paper presents a growth accounting framework in which subsoil mineral and energy resources are recognized as natural capital input into the production process. It is the first study of its kind in Canada. Firstly, the income attributable to subsoil resources, or resource rent, is estimated as a surplus value after all extraction costs and normal returns on produced capital have been accounted for. The value of a resource reserve is then estimated as the present value of the future resource rents generated from the efficient extraction of the reserve. Lastly, with extraction as the observed service flows of natural capital, multifactor productivity (MFP) growth and the other sources of economic growth can be reassessed by updating the income shares of all inputs, and then, by estimating the contribution to growth coming from changes in the value of natural capital input. This framework is then applied to the Canadian oil and gas extraction sector.
