    Initial results from the Survey of Financial Security (SFS), which provides information on the net worth of Canadians, were released on March 15 2001, in The daily. The survey collected information on the value of the financial and non-financial assets owned by each family unit and on the amount of their debt.

    Statistics Canada is currently refining this initial estimate of net worth by adding to it an estimate of the value of benefits accrued in employer pension plans. This is an important addition to any asset and debt survey as, for many family units, it is likely to be one of the largest assets. With the aging of the population, information on pension accumulations is greatly needed to better understand the financial situation of those nearing retirement. These updated estimates of the Survey of Financial Security will be released in late fall 2001.

    The process for estimating the value of employer pension plan benefits is a complex one. This document describes the methodology for estimating that value, for the following groups: a) persons who belonged to an RPP at the time of the survey (referred to as current plan members); b) persons who had previously belonged to an RPP and either left the money in the plan or transferred it to a new plan; c) persons who are receiving RPP benefits.

    This methodology was proposed by Hubert Frenken and Michael Cohen. The former has many years of experience with Statistics Canada working with data on employer pension plans; the latter is a principal with the actuarial consulting firm William M. Mercer. Earlier this year, Statistics Canada carried out a public consultation on the proposed methodology. This report includes updates made as a result of feedback received from data users.

    This paper revisits trends in the level and distribution of income among Canadian seniors in the context of what is arguably the major source of change in these trends since the end of the seventies, the maturation of Canada's public and private earnings-related pension systems. The expanded role of earnings-related pensions in the 1980s and 1990s is largely the result of changes that occurred in the 1950s and 1960s. The Canada and Quebec Pension Plans (C/QPP) were implemented in 1966 and the first cohort to receive full C/QPP benefits turned 65 in 1976. Cohorts retiring after this period were also the beneficiaries of the expansion of private occupational pensions that took place between the 1950s and the 1970s. The author relies on a detailed decomposition of income by source to show that not only did the maturation of these earnings-related programs produce a substantial increase in average real incomes but also to a substantial reduction in income inequality among the elderly, due mainly to C/QPP benefits. Rising real incomes went disproportionately to lower income seniors contributing to the well-known decline in low-income rates among the elderly.

    We provide recent evidence on job characteristics by firm size in Canada. Using a variety of household surveys, we assemble a wide set of facts on wages, fringe benefits and work schedules in small and large firms. We show that the wage gap between small and large firms has reamined fairly stable over the past decade. After controlling for observable worker characteristics and industry-specific effects, large firms pay 15-20% more than small firms. Pension plan coverage remains at least four times higher in large firms than in small firms. While the gap in pension coverage between small and large firms has not increased over time for men, there is some evidence that it has increased for women. We assess the extent to which work schedules vary between small and large firms. Our results indicate that compared to workers in large firms, employees of small firms work at least as many weekly hours. Furthermore, they are more likely to work more than five days per week. This implies that the firm size wage premium cannot be explained by a longer workweek in large firms. As long as workers prefer working during the day, the greater frequency of shift work in large, goods-producing companies is one dimension along which work schedules are less desirable in large firms. According to the theory of compensating differentials, the size-wage differential may partially reflect the willingness of large firms to compensate workers for shift work. We test this hypothesis and conclude that shift work has virtually no effect on the firm size wage premium. Our results emphasize the need to look at several dimensions of work to assess how job quality varies between small and large firms.

    This paper highlights recent trends in employment insurance (formerly unemployment insurance). It also provides a review of the historic evolution of the employment insurance program. The following summarizes the main results.

    The EI system has turned from large deficits prior to 1993, to nearly balancing the books in that year, and further to substantial surpluses ever since. This is attributable to many factors. Premium contributions collected from employees and employers have been stable at a historically high level since 1994 largely thanks to the recovery of the economy. On the other hand, benefit payouts have steadily declined since 1993 mainly due to a falling number of beneficiaries since 1993, benefit rate reduction from 60% to 57% in 1993 and further to 55% in 1994 except for low income claimants with dependents (back up 60%).

    The declining number of beneficiaries is in turn attributable to many factors. Unemployment as well as the unemployment rate has been falling since 1993 (there was a slight increase in 1996). Characteristics of the unemployed may have changed. There has also been a series of significant changes in policy parameters regarding benefit eligibility since 1990.

    Over the course of its nearly sixty years of existence, the EI system has undergone numerous changes. Most significantly, the 1971 UI Act which widely liberalized the pre-1971 system; a series of subsequent fine-tuning and tightening-up; and the abolishment of minimum hours/earnings coverage requirements (all employees are now covered), as well as the name change to "employment insurance" from "unemployment insurance".

    Faced with high unemployment rates, an unequal distribution of worktime, and shifts to temporary, part-time and contract employment, Canadian workers may prefer to change their work hours. Using data from the Survey of Work Arrangements of 1995, we find that two thirds of Canadian workers are satisfied with their work hours. The majority of workers who are not satisfied would prefer more hours for more pay rather than fewer hours for less pay. This finding is robust as it holds for each age group, education level, seniority level, industrial and occupational group. Workers most likely to want more work hours are generally young, have low levels of education, have little seniority, hold temporary jobs, work short hours and are employed in low-skill occupations. Workers who are the most likely to desire a shorter work week are professionals, managers, and natural and social science workers, have high hourly wage rates, possess high levels of education, have long job tenure, occupy permanent jobs and already work long hours. Calculations based on the Survey on Work Reduction of 1985 suggest that if Canadian workers were to voluntarily reduce their work week, the number of work hours available for redistribution would unlikely be sufficient to both eliminate underemployment and reduce unemployment. The potential for work time redistribution, as measured by the propensity to desire fewer hours, appears to be greatest (lowest) in age-education groups with relatively low (high) unemployment rates. This implies that the resulting decrease in unemployment and underemployment could be more pronounced in groups where workers are already relatively successful.

The focus is on the value of the qualification (the signaling effect), but the premiums associated with the number of years of schooling required to obtain the qualification (the human-capital effect) are also estimated. The labour market outcomes of individuals born in the mid-1960s are measured from their mid-20s to their mid-40s with longitudinal administrative data from the Longitudinal Worker File (LWF) that are linked to the 1991 Census of Population. Two groups are considered: terminal high school graduates (those who had obtained a high school diploma but had not acquired any postsecondary education by the 1991 Census) and individuals without a high school diploma (those who had no high school diploma, were not enrolled in high school, and had no postsecondary education at the time of the 1991 Census).

    We analyze the degree to which Canadian families are covered by private pension plans and document how their savings for retirement (made through contributions to tax-assisted retirement savings programs) have evolved over the last two decades. We find that two-parent families, lone-parent families and other individuals located in the bottom quintile of the earnings distribution are not better prepared for retirement than their counterparts were in the mid-1980s or the early 1990s. On the other hand, those located in the top quintile are better prepared than their counterparts were in the mid-1980s or the early 1990s. As a result, Canadian families' preparedness for retirement, which was fairly unequal in the mid-1980s, has become even more unequal over the last two decades. This finding has important implications for the future. Recent research has shown that the maturation of the Canada and Quebec Pension Plans (C/QPPs) has led to a substantial reduction in income inequality among the elderly between the early 1980s and the mid-1990s. In the absence of offsetting trends, the growing inequality in Canadian families preparedness for retirement implies that that the distribution of family income among seniors should become more unequal in the years to come.

    A registered retirement savings plan (RRSP) constitutes a key component of retirement income planning in Canada. RRSPs allow individuals to save pre-tax dollars in a variety of investment instruments where interest, dividends and capital gains accrue tax free until the funds are withdrawn. However, the taxman will eventually receive his due. RRSPs must be converted into an annuity or a registered retirement income fund (RRIF) in the year the taxpayer turns 69, with prescribed minimum withdrawals starting the following year. RRSP withdrawals already generate significant tax revenues, estimated at over $4 billion in 2002. Although mandatory conversion affects mainly middle- and high-income earners, some low-income savers could have their means-tested social benefits reduced by the boost in income.

    The resulting statistical universe provides the framework to observe the extent of governments' involvement in the production of goods and services and the associated resource allocation process in the Canadian economy.

    The concepts and criteria contained in the guide are consistent with two internationally accepted classification standards: the System of National Accounts (SNA 2008) guide; and the International Monetary Fund (IMF) Government Finance Statistics Manual 2001.

    As well, the guide delineates the various public sector components that are used in compiling and aggregating public sector data. This structure also enables comparisons of Canadian government finance data with international macroeconomic statistical systems.
