In this paper, we compare the EBLUP and pseudo-EBLUP estimators for small area estimation under the nested error regression model and three area level model-based estimators using the Fay-Herriot model. We conduct a design-based simulation study to compare the model-based estimators for unit level and area level models under informative and non-informative sampling. In particular, we are interested in the confidence interval coverage rate of the unit level and area level estimators. We also compare the estimators if the model has been misspecified. Our simulation results show that estimators based on the unit level model perform better than those based on the area level. The pseudo-EBLUP estimator is the best among unit level and area level estimators.

Coverage deficiencies are estimated and analysed for the 2000 population census in Switzerland. For the undercoverage component, the estimation is based on a sample independent of the census and a match with the census. For the overcoverage component, the estimation is based on a sample drawn from the census list and a match with the rest of the census. The over- and undercoverage components are then combined to obtain an estimate of the resulting net coverage. This estimate is based on a capture-recapture model, named the dual system, combined with a synthetic model. The estimators are calculated for the full population and different subgroups, with a variance estimated by a stratified jackknife. The coverage analyses are supplemented by a study of matches between the independent sample and the census in order to determine potential errors of measurement and location in the census data.

It is usually discovered in the data collection phase of a survey that some units in the sample are ineligible even if the frame information has indicated otherwise. For example, in many business surveys a nonnegligible proportion of the sampled units will have ceased trading since the latest update of the frame. This information may be fed back to the frame and used in subsequent surveys, thereby making forthcoming samples more efficient by avoiding sampling ineligible units. On the first of two survey occasions, we assume that all ineligible units in the sample (or set of samples) are detected and excluded from the frame. On the second occasion, a subsample of the eligible part is observed again. The subsample may be augmented with a fresh sample that will contain both eligible and ineligible units. We investigate what effect on survey estimation the process of feeding back information on ineligibility may have, and derive an expression for the bias that can occur as a result of feeding back. The focus is on estimation of the total using the common expansion estimator. An estimator that is nearly unbiased in the presence of feed back is obtained. This estimator relies on consistent estimates of the number of eligible and ineligible units in the population being available.

In the U.S. Census of Population and Housing, a sample of about one-in-six of the households receives a longer version of the census questionnaire called the long form. All others receive a version called the short form. Raking, using selected control totals from the short form, has been used to create two sets of weights for long form estimation; one for individuals and one for households. We describe a weight construction method based on quadratic programming that produces household weights such that the weighted sum for individual characteristics and for household characteristics agree closely with selected short form totals. The method is broadly applicable to situations where weights are to be constructed to meet both size bounds and sum-to-control restrictions. Application to the situation where the controls are estimates with an estimated covariance matrix is described.

Several key strategies contributed to the success of the United States' Census 2000. This paper describes the strategy for the Address Building Process that incorporated numerous address lists and updated activities. The Field Interview Process created close to 900,000 jobs that needed to be filled. Two key strategies to achieve this are also described. The Formal Quality Control Process established principles to guide the quality assurance (QA) programs. These programs are presented, as are some of the examples of their implementation. The Coverage Measurement and Correction Process was used to increase census accuracy through the use of statistical methods. The steps taken to ensure Annual Capital Expenditures (ACE) accuracy and quality are described and the preliminary estimates of the undercount are reported.

This paper proposes a method for short-term estimation of labour input indicators using administrative data from the Social Security Database (SSD). The rationale for developing this methodology originated from the need for national statistical offices to meet the standard quality criteria in the Regulation no. 1165/98 of the European Community concerning short-term business statistics. Information requested in the Regulation involves such a detailed disaggregation that it would be impossible to meet all the requirements through direct data collection. Administrative data, because of their timeliness and detailed coverage, represent a valuable source for obtaining estimates of business population aggregates that meet such quality requirements.

All countries that organize censuses have concerns about data quality and coverage error. Different methods have been developed in evaluating the quality of census data and census undercount. Some methods make use of information independent of the census itself, while some others are designed to check the internal consistency of the data. These are expensive and complicated operations.
Given that the population in each country is organized differently and that the administrative structures differ from one country to another, no universal method can be applied. In order to compare the methods and identify their strengths and gaps, Demography Division of Statistics Canada has reviewed the procedures used in four industrialized countries: the United States, the United Kingdom, Australia and, of course, Canada. It appears from this review that demographic analysis can help considerably in the identification of inconsistencies through comparisons of consecutive censuses, while micro-level record linkage and survey based procedures are essential in order to estimate the number of people omitted or counted twice in census collection. The most important conclusion from this review is that demographers and statisticians have to work together in order to evaluate the figures the accuracy of which will always remain questionable.

Product description
Technical Reports examine the quality of data from the 1996 Census, a large and complex undertaking. While considerable effort was taken to ensure high quality standards throughout each step, the results are subject to a certain degree of error. Each report looks at the collection and processing operations and presents results from data evaluation, as well as notes on historical comparability.
Technical Reports are aimed at moderate and sophisticated users but are written in a manner which could make them useful to all census data users. Most of the technical reports have been cancelled, with the exception of Age, Sex, Marital Status and Common-law Status, Coverage and Sampling and Weighting. These reports will be available as bilingual publications as well as being available in both official languages on the Internet as free products.
This report deals with coverage errors, which occured when persons, households, dwellings or families were missed by the 1996 Census or enumerated in error. Coverage errors are one of the most important types of error since they affect not only the accuracy of the counts of the various census universes but also the accuracy of all of the census data describing the characteristics of these universes. With this information, users can determine the risks involved in basing conclusions or decisions on census data.
