    The study of the adoption and dissemination of technologies is one of the key components of innovation and technological development. Indeed, it is through the adoption of newer, more advanced, technologies that industries can increase their production capabilities, improve their productivity, and expand their lines of new products and services. Surveys on the adoption of new technologies complement other information collected about R&D and innovation, allow the measurement of and how quickly and in what way industries adapt to technological change.

    This is the fifth Survey of Advanced Technology in the Canadian Manufacturing Sector. Three surveys of advanced manufacturing technologies were conducted in 1987, 1989 and 1993 (which was part of the Survey of Advanced Technology in Canadian Manufacturing), followed by a survey of the use of biotechnology by Canadian industries, conducted in 1997.

    Increasingly, manufacturing industries rely on information technology and telecommunications, computerizing and linking all functions of their production process. This survey puts the emphasis on issues such as the use of communication networks, whether internal (e. g. Local Area Networks) or external (e.g. the Internet).

    An extensive survey on preparedness for the Year 2000 computer bug was conducted by Statistics Canada in February and March of 1999. Senior managers in some 10,100 public and private organizations from across Canada were contacted. They were asked about the various steps that their organizations might have taken to address the Year 2000 issue, including: assessment, conversion and testing of systems for Year 2000 compliance; communications with business partners (customers, suppliers and service providers), and Year 2000-related contingency planning. Questions on the timelines that had been established for completing these preparations were also included.

    In general, most businesses and organizations said they had taken at least some steps to prepare their systems. Respondents also reported they were confident that their organizations would be ready in time for the Year 2000, and most organizations expected to be ready before the end of September of 1999. Preparations, however, generally remained a work in progress, and some organizations were not planning to finish until the last quarter of the year. This report includes detailed tabulations of the survey results, with breakdowns for 16 industrial sectors and five geographic regions.

It then investigates differences in benefits that plant managers perceive stem from advanced technology use and differences in the factors that managers assess as impediments. While managers in both countries generally place quite similar emphases on items in the list of benefits received and problems that have impeded adoption, there are significant differences that arise because of the smaller size of the Canadian market.

    This paper examines the determinants of the adoption lag for advanced technologies in the Canadian manufacturing sector. It uses plant-level data collected on the length of the adoption lag (the time between a firm's first becoming aware of a new technology and its adoption of the technology) to examine the extent to which the adoption lag is a function of the benefits and costs associated with technology adoption as well as certain plant characteristics that are proxies for a plant's receptor capabilities.

    Economic theory suggests that the diffusion of advanced technologies should be a function of the benefits associated with the adoption of new technologies. Other studies have had to proxy the benefits with environmental characteristics-like proximity to markets, fertility of soils, size of firm. This paper makes use of more direct evidence collected from the 1993 Survey of Innovation and Advanced Technology concerning firms' own evaluations of the benefits and costs of adoption along with measures of overall technological competency. Both are found to be highly significant determinants of the adoption lag. Geographical nearness of suppliers decreases the adoption lag. Variables that have been previously used to proxy the benefits associated with technology adoption-variables such as larger firm size, younger age, and more diversification by the parent firm also decrease the adoption lag-but they have much less effect than the direct measure of benefits and firm competency.

Some 2% of firms have implemented and completed all phases of a plan, and a further 16% have taken less formal steps and say their systems are confirmed to be ready for 2000.This report takes a closer look at the survey results to determine how businesses in different industries and size categories are preparing for potential difficulties, and it assesses the general cost and magnitude of fixing the problem.
