Third, it examines the relative emphasis that foreign multinationals place on innovation and technology practices, and reports on the relationship between these activities and observable market outcomes. Fourth, it reports on the contribution that foreign-controlled firms make to productivity growth. Fifth, it discusses new research that focuses on the relationship between foreign ownership and head-office employment. Studies in these areas speak directly to the issue of whether foreign multinationals truncate or develop their corporate activities in host markets.

    Chapter 4 focuses on studies that examine the foreign activities of Canadian-owned multinationals and how their domestic plants compare to foreign-controlled plants operating in Canada.

    Chapter 5 offers an appraisal of Statistics Canada's research on multinationals.

Of the firms surveyed, 9 out of 10 firms reported using at least 1 of the 23 knowledge management practices that were studied. This survey, a world first by a statistical agency, measured the extent to which knowledge management practices were used by Canadian businesses in forestry and logging; chemical manufacturing; transportation equipment manufacturing; machinery, equipment and supply wholesaler-distributors; and management, scientific and technical consulting services. The reasons for and the results of using knowledge management practices, as well as the practices themselves, are examined by firm size and by type of adopter.

In fact, the majority of reasons found to be most important to the firms show a slant towards internalising knowledge and protecting the knowledge in place. Very few of the practices in use or the reasons or results of using the knowledge management practices indicated a strong willingness on the part of firms to share their knowledge with competitors or between work-sites.

The information and communication technologies that provide the links are changing, as are the electronic products that they deliver. This requires the statistical office to introduce new surveys and to develop and use relevant industrial and product classifications. As technology changes, so does the way of doing business and trade in a global economy, with implications for statistics on labour, balance of payments and prices, and, more generally for the whole System of National Accounts. While the networked economy is the way of the future, there are people and businesses that cannot participate fully and there is a need for statistical information about them. This paper looks at these issues, at the statistics that are being developed, and at some of the gaps that are arising.
