The CSGE allows users to visualize data at granular levels such as dissemination areas and other geographies like provinces/territories and health regions. The CSGE includes a range of COVID-19 relevant indicators on health, demographic profile and socio-economic conditions of the Canadian population, all derived from Statistics Canada data holdings.

    The Overview of the Census is a reference document covering each phase of the Census of Population and Census of Agriculture. It provides an overview of the 2011 Census from legislation governing the census to content determination, collection, processing, data quality assessment and data dissemination. It also traces the history of the census from the early days of New France to the present.

    In addition, the Overview of the Census informs users about the steps taken to protect confidential information, along with steps taken to verify the data and minimize errors. It also provides information on the possible uses of census data and covers the different levels of geography and the range of products and services available.

    The Overview of the Census may be useful to both new and experienced users who wish to familiarize themselves with and find specific information about the 2011 Census. The first part covers the Census of Population, while the second is about the Census of Agriculture.

    The classification and identification of locations where persons report to be more or less healthy or have more or less social capital, within a specific area such as a health region, is tremendously helpful for understanding place and health associations. The objective of the proposed study is to classify and map areas within the Zone 6 Health Region (Figure 1) of Nova Scotia (Halifax Regional Municipality and Annapolis Valley regions) according to health status (Dimension 1) and social capital (Dimension 2). We abstracted responses to questions about self-reported health status, mental health, and social capital from the master files of the Canadian Community Health Survey (Cycles 1.1, 1.2 and 2.1), National Population Health Survey (Cycle 5), and the General Social Survey (Cycles 13, 14, 17, and 18). Responses were geocoded using the Statistics Canada Postal Code Conversion File (PCCF+) and imported into a geographical information system (GIS) so that the postal code associated with the response will be assigned to a latitude and longitude within the Nova Scotia Zone 6 health region. Kernel density estimators and additional spatial interpolators were used to develop statistically-smoothed surfaces of the distribution of respondent values for each question. The smoothing process eliminates the possibility of revealing individual respondent location and confidential Statistics Canada sampling frame information. Using responses from similar questions across multiple surveys improves the likelihood of detecting heterogeneity among the responses within the health region area, as well as the accuracy of the smoothed map classification.

    On November 26 2006, the Organization for Economic Co-operation and Development (OECD) held an international workshop on defining and measuring metropolitan regions. The reasons the OECD organized this workshop are listed below.

    1. Metropolitan Regions have become a crucial economic actor in today's highly integrated world. Not only do they play their traditional role of growth poles in their countries but they function as essential nodes of the global economy.2. Policy makers, international organisations and research networks are increasingly called to compare the economic and social performances of Metropolitan Regions across countries. Examples of this work undertaken in international organisation and networks include the UN-Habitat, the EU Urban Audit, ESPON and the OECD Competitive Cities.3. The scope of what we can learn from these international comparisons, however, is limited by the lack of a comparable definition of Metropolitan Regions. Although most countries have their own definitions, these vary significantly from one country to another. Furthermore, in search for higher cross-country comparability, international initiatives have - somehow paradoxically - generated an even larger number of definitions.4. In principle, there is no clear reason to prefer one definition to another. As each definition has been elaborated for a specific analytical purpose, it captures some features of a Metropolitan Region while it tends to overlook others. The issue, rather, is that we do not know the pros and the cons of different definitions nor, most important, the analytical implications of using one definition rather than another. 5. In order to respond to these questions, the OECD hosted an international workshop on 'Defining and Measuring Metropolitan Regions'. The workshop brought together major international organisations (the UN, Eurostat, the World Bank, and the OECD), National Statistical Offices and researchers from this field. The aim of the workshop was to develop some 'guiding principles', which could be agreed upon among the participants and would eventually provide the basis for some form of 'International Guidance' for comparing Metropolitan Regions across countries.

    This working paper was presented at this workshop. It provides the conceptual and methodological basis for the definition of metropolitan areas in Canada and provides a detailed comparison of Canada's methodology to that of the USA. The intent was to encourage discussion regarding Canada's approach to defining metropolitan areas in the effort to identify the 'guiding principles'. It is being made available as a working paper to continue this discussion and to provide background to the user community to encourage dialogue and commentary from the user community regarding Canada's metropolitan area methodology.

    Statistics Canada creates files that provide the link between postal codes and the geographic areas by which it disseminates statistical data. By linking postal codes to the Statistics Canada geographic areas, Statistics Canada facilitates the extraction and subsequent aggregation of data for selected geographic areas from files available to users. Users can then take data from Statistics Canada for their areas and tabulate this with other data for these same areas to create a combined statistical profile for these areas.

    An issue has been the methodology used by Statistics Canada to establish the linkage of postal codes to geographic areas. In order to address this issue, Statistics Canada decided to create a conceptual framework on which to base the rules for linking postal codes and Statistics Canada's geographic areas. This working paper presents the conceptual framework and the geocoding rules. The methodology described in this paper will be the basis for linking postal codes to the 2006 Census geographic areas. This paper is presented for feedback from users of Statistics Canada's postal codes related products.

    This report describes the comments received as a result of the second round of the 2006 Census consultations. As with the previous 2006 Census consultation, this second round of consultations integrated discussions on the dissemination program, questionnaire content and census geography. However, the focus of this second round of consultations was placed on the 2001 Census of Population dissemination program and proposed directions for 2006 geography. Consultations were held from January to June 2004. Approximately 1,000 comments were captured through written submissions and the organization of over 40 meetings across Canada.

    This report describes users' feedback on dissemination and geography issues received through this second round of consultations. In addition to user's comments, web metrics information serves as a valuable tool when evaluating the accessibility of public good data tables. Therefore, page view counts have been integrated in this report.

    Some general planning assumptions that focus on the production and dissemination of 2006 Census products are also included in this report.

    National statistical offices are often called upon to produce statistics for small geographic areas, in addition to their primary responsibility for measuring the condition of the country as a whole and its major subdivisions. This task presents challenges that are different from those faced in statistical programs aiming primarily at national or provincial statistics. This paper examines these challenges and identifies strategies and approaches for the development of programs of small area statistics. The important foundation of a census of population, as well as the primary role of a consistent geographic infrastructure, are emphasized. Potential sources and methods for the production of small area data in the social, economic and environmental fields are examined. Some organizational and dissemination issues are also discussed.

    The analysis of survey data from different geographical areas where the data from each area are polychotomous can be easily performed using hierarchical Bayesian models, even if there are small cell counts in some of these areas. However, there are difficulties when the survey data have missing information in the form of non-response, especially when the characteristics of the respondents differ from the non-respondents. We use the selection approach for estimation when there are non-respondents because it permits inference for all the parameters. Specifically, we describe a hierarchical Bayesian model to analyse multinomial non-ignorable non-response data from different geographical areas; some of them can be small. For the model, we use a Dirichlet prior density for the multinomial probabilities and a beta prior density for the response probabilities. This permits a 'borrowing of strength' of the data from larger areas to improve the reliability in the estimates of the model parameters corresponding to the smaller areas. Because the joint posterior density of all the parameters is complex, inference is sampling-based and Markov chain Monte Carlo methods are used. We apply our method to provide an analysis of body mass index (BMI) data from the third National Health and Nutrition Examination Survey (NHANES III). For simplicity, the BMI is categorized into 3 natural levels, and this is done for each of 8 age-race-sex domains and 34 counties. We assess the performance of our model using the NHANES III data and simulated examples, which show our model works reasonably well.

    Following the last three censuses in Britain, survey non-response on major government household surveys has been investigated by linking addresses sampled for surveys taking place around the time of the census to individual census records for the same addresses. This paper outlines the design of the 2001 British Census-linked Study of Survey Nonresponse. The study involves 10 surveys that vary significantly in design and response rates. The key feature of the study is the extensive use of auxiliary data and multilevel modelling to identify interviewer, household and area level effects.

    Description:

    This working paper provides an overview of census metropolitan and census agglomeration influenced zones, or MIZ, their background and the methodology used to define them. The MIZ classification is an approach to better differentiate areas of Canada outside of census metropolitan areas (CMA) and census agglomerations (CA). Census subdivisions that lie outside these areas are classified into one of four zones of influence ranging from "strong" to "no" influence according to the degree of influence that CMA/CAs have on them. The MIZ classification fills a gap in Statistics Canada's geographic framework and promotes data integration since we expect it will be possible to obtain survey data as well as census data based on the same geographic structure. Studies done with a preliminary version of MIZ showed the potential of MIZ to reveal the diversity of non-metropolitan Canada. Based on feedback received on that initial research, this working paper reports on more recent work that has been done to refine the number and data breakpoints for MIZ categories and to examine the additional variables of distances between census subdivisions (CSDs), physical adjacency and a north-south allocation.

    This is the second in a series of three related Geography working papers (catalogue no. 92F0138MPE) that describe a new statistical area classification that includes census metropolitan areas/census agglomerations, MIZ and the North concept. The first working paper (no. 2000-1, 92F0138MPE00001) briefly describes MIZ and provides tables of selected socio-economic characteristics from the 1991 Census tabulated by the MIZ categories. The third working paper (no. 2000-3, 92F0138MPE00003) describes the North concept and the methodology used to define a continuous line across Canada that separates the north from the south to further differentiate the MIZ classification.

    The purpose of this document is to report on the reasoning for continuing to use the digital planimeter for calculating land area for the 1996 Census. Despite the fact that the data are subject to a number of errors and logical inconsistencies, the Geography Division does not yet have a digital database in place to support the automated calculation of land area.

    This report first provides an historical background on the treatment of land area. It then presents the results of some land area tests based on 1991 data. The tests include the actual use of the digital planimeter, as well as logical consistency checks that compare land area with total area. Finally, a description of the 1996 Digital Cartographic File of enumeration areas (EA/DCF) demonstrates the reason why that file is not employed to calculate land area in an automated fashion.

    A population needs-based health care resource allocation model was developed and applied using age, sex and health status of populations to measure population need for health care in Ontario. To develop the model, provincial data on self-assessed health and health service utilization by age and sex from 62,413 respondents to the 1990 Ontario Health Survey (OHS) were used in combination with provincial health care expenditure data for the fiscal year 1995/96 by age and sex. The model was limited to the services that were covered in the OHS (general practitioner, specialist physician, optometry, physiotherapy, chiropractic and acute hospital). The distribution of utilization and expenditures between age-sex-health status categories was used to establish appropriate health care resource shares for each age-sex-health status combination. These resource shares were then applied to geographic populations using age, sex and health status data from the OHS together with more recent population estimates to determine the needs-based health care resource allocation for each area. Total dollar allocations were restricted to sum to the 1995/96 provincial budget and were compared with 1995/96 allocations to determine the extent to which Ontario allocations are consistent with the relative needs of the area populations.

    The geographical and temporal relationship between outdoor air pollution and asthma was examined by linking together data from multiple sources. These included the administrative records of 59 general practices widely dispersed across England and Wales for half a million patients and all their consultations for asthma, supplemented by a socio-economic interview survey. Postcode enabled linkage with: (i) computed local road density; (ii) emission estimates of sulphur dioxide and nitrogen dioxides, (iii) measured/interpolated concentration of black smoke, sulphur dioxide, nitrogen dioxide and other pollutants at practice level. Parallel Poisson time series analysis took into account between-practice variations to examine daily correlations in practices close to air quality monitoring stations. Preliminary analyses show small and generally non-significant geographical associations between consultation rates and pollution markers. The methodological issues relevant to combining such data, and the interpretation of these results will be discussed.

Data for the whole population are then obtained by scaling up the results for the sample to the full population level. The use of sampling may lead to substantial reductions in costs and respondent burden, or alternatively, can allow the scope of a census to be broadened at the same cost.

    The Geography Divisions of Statistics Canada and the U.S. Bureau of the Census have commenced a cooperative research program in order to foster an improved and expanded perspective on geographic areas and their relevance. One of the major objectives is to determine a common geographic area to form a geostatistical basis for cross-border research, analysis and mapping.

    This report, which represents the first stage of the research, provides a list of comparable pairs of Canadian and U.S. standard geographic areas based on current definitions. Statistics Canada and the U.S. Bureau of the Census have two basic types of standard geographic entities: legislative/administrative areas (called "legal" entities in the U.S.) and statistical areas.

    The preliminary pairing of geographic areas are based on face-value definitions only. The definitions are based on the June 4, 1991 Census of Population and Housing for Canada and the April 1, 1990 Census of Population and Housing for the U.S.A. The important aspect is the overall conceptual comparability, not the precise numerical thresholds used for delineating the areas.

    Data users should use this report as a general guide to compare the census geographic areas of Canada and the United States, and should be aware that differences in settlement patterns and population levels preclude a precise one-to-one relationship between conceptually similar areas. The geographic areas compared in this report provide a framework for further empirical research and analysis.
