The Classification of Instructional Programs (CIP) is used for classifying instructional programs according to field of study. CIP was originally created by the National Center for Education Statistics (NCES) in the United States. It is a hierarchical classification. The classification provides a detailed description of each instructional program class together with illustrative examples of the types of instructional programs found in that class. Illustrative examples are also provided of closely related programs that are classified elsewhere. In addition, the classification includes an introduction to CIP and an alternative structure for the aggregation of field of study data. CIP has a ten-year revision cycle.

Past research has revealed that young women are more likely to enter postsecondary programs that have lower returns in the labour market, such as the arts, humanities and social sciences. Young men, conversely, tend to enrol in and graduate from programs in science, technology, engineering and mathematics (STEM), which generally have greater labour market returns. Factors such as academic interests, achievement test scores, and high-school marks can affect later university program choice. Using the linked Youth in Transition Survey (YITS) - Programme for International Student Assessment (PISA) data, the current paper examines the relationship between mathematics and science test scores at age 15 and first program choice in university, with a focus on differences in ability in mathematics and science by gender. Generally speaking, the results reveal that the intersection of gender and ability does matter; even young women of high mathematical ability are less likely to enter STEM fields than young men of similar or even lesser mathematical ability. This implies that something other than pure ability is affecting young women's likelihood of entering STEM programs in university.

After providing an overview of Internet use in Canada, the article describes selected social, economic and geographic characteristics of those going online for education-related reasons. This article reports on a recent study that draws on data from the 1995 and 2000 classes of the National Graduates Survey (NGS) to examine the impact of recent sharp increases in university tuition fees for professional programs on the participation in those programs of students from different socioeconomic backgrounds. Family socioeconomic background is measured by information on parental education, which is highly correlated with family income, and is thus indicative of ability to pay for their children's postsecondary education.

Through research and consultation, Statistics Canada was asked to investigate the availability of data to measure the infrastructure of health programs in educational institutions and the flow of individuals through these programs and into health occupations.
This document marks the first stage in this project. Based upon nation-wide consultations, it lays out a conceptual framework and outlines a set of questions about health education, the individuals pursuing health education, the flow of individuals through health education, and the factors which affect that flow. The outline will enable the identification of information that is needed to support efficient and effective decisions and policies about health education programs and health human resources management.

This study assesses the effects of literacy and numeracy skills on the labour market outcomes of Canadian high school drop-outs. We find that these skills have significant effects on the probability of being employed and on hours and weeks of work for both men and women, and also have strong (direct) influences on men's, but not women's, incomes. These findings imply that high school curricula that develop literacy and numeracy skills could provide significant returns even for those who do not complete their programs and wind up at the lower end of the labour market. Our findings similarly suggest that training programs catering to drop-outs could substantially improve these individuals' labour market outcomes by developing these basic skills. The results also have implications for dual labour market theory, since it is often assumed that the secondary market is characterized by minimal returns to human capital'contrary to what is found here.

This article presents an analysis of Census at School survey results that shows what students themselves had to say about their reading and associated daily habits. It was written by Statistics Canada analysts as an example to students of the type of detailed analysis that can be made using Canadian Census at School results. The article uses data that were collected from over 22,000 students across Canada during the 2004-2005 academic year. Census at School is an international classroom project that teaches students aged 8 to 18 about statistical enquiry and census-taking. Students anonymously fill in an online questionnaire about themselves - their height, time use, eating habits and much more - and then use their class results to learn statistical concepts, practice data analysis and explore social issues. Their responses also become part of national and international project databases that are used for teaching statistics.
The Census at School statistical literacy project is not an official Statistics Canada survey conducted under the Statistics Act. Schools; students participate on a voluntary basis and the data collected are not representative of Canada's student population. This is clearly stated with the summary Canadian results that are made available on the project website for the benefit of participating students.

Previous studies investigating the role of rising tuition fees in university enrolment by socio-economic background have focused on the fee changes registered among undergraduate programs over the 1990s. Over this period, no changes in enrolment patterns were observed, possibly because the tuition fee increases were small in absolute terms and gradual. This study examines the impact of a very large and sudden deregulation of tuition fees in Ontario professional programs in the late 1990s. The findings suggest that the enrolment gap between students from higher and lower socio-economic backgrounds rose substantially in Ontario, where the deregulation of professional programs was more prominent. In provinces like Quebec and British Columbia, where tuition fees remained stable, no change in the enrolment gap was registered.

The private, for-profit Education Services sector plays a key role in developing the knowledge and skills of the Canadian labour force. As awareness of the importance of lifelong learning has increased, so has interest in the contribution of private, for-profit Education Services to increasing skills and knowledge, productivity, innovation and competitiveness.
Little statistical information, from either the supply or demand side of the Educational Services sector, is available in Canada. Several federal and provincial ministries, academic researchers and industry participants have expressed a need for more comprehensive statistical information on the sector. As the national statistical agency, Statistics Canada has an interest in filling these information needs.
This report provides an overview of the Education Services sector in Canada. Drawing on available sources of statistical information, it also looks at whether it is possible to shed light on the size and characteristics of the private, for-profit Education Services sector.
The study was funded by the Policy Research Initiative.

This comparative study investigates the role of family background characteristics in postsecondary access in Canada and the United States. Given that postsecondary schooling is funded very differently in the two countries, family background may play substantively different roles. The findings suggest that university-going is less common among lower-income students and members of a visible minority group in the U.S. than among their Canadian counterparts. Some possible reasons are discussed.

This document outlines the definitions and the typology now used by Statistics Canada's Centre for Education Statistics to identify, classify and delineate the universities, colleges and other providers of postsecondary and adult education in Canada for which basic enrolments, graduates, professors and finance statistics are produced.
These new rigorous definitions were needed to capture the growing complexity of postsecondary education in Canada. They differentiate the various types of postsecondary institutions, address the blurring distinction between colleges and universities and handle the various forms of possible relationships between institutions.
The document brings closure to the extensive consultation that took place between January 2003 and the spring of 2007 as it summarizes the changes made following the 2004 paper entitled "A New Understanding of Post-secondary Education in Canada: A Discussion Paper".
Such an extensive consultation was deemed necessary to ensure that the typology is useful to the whole sector and that it allows comparisons between provinces and territories despite the significant differences of their respective postsecondary education systems.

This report describes changes planned for the 2006 Census education questions. Education questions are a part of the Form 2B (the long form) of the census. This form is completed by 20% of all households. These changes were tested in the May 2004 Census test of over 300,000 households. The changes aim to address data limitations in the 2001 Census questions and to enhance their relevance to education studies by allowing a better reflection of the range of educational pathways taken by Canadians. The report includes an explanation of the reasons for modifying the 2006 Census education content, a detailed look at each of the changes, and a discussion on historical consistency.

This report documents key aspects of the development of the International Adult Literacy and Life Skills Survey (ALL) - its theoretical roots, the domains selected for possible assessment, the approaches taken to assessment in each domain and the criteria that were employed to decide which domains were to be carried in the final design. As conceived, the ALL survey was meant to build on the success of the International Adult Literacy Survey (IALS) assessments by extending the range of skills assessed and by improving the quality of the assessment methods employed. This report documents several successes including: · the development of a new framework and associated robust measures for problem solving · the development of a powerful numeracy framework and associated robust measures · the specification of frameworks for practical cognition, teamwork and information and communication technology literacy The report also provides insight into those domains where development failed to yield approaches to assessment of sufficient quality, insight that reminds us that scientific advance in this domain is hard won.
