    In this study, I explore the relationship between the presence of a local university in a city and university and college participation among local youth. The evidence is drawn from Census data, along with information on the creation of new university degree-granting institutions in Canada. Students who do not have access to a local university are far less likely to go on to university than students who grew up near a university, likely due to the added cost of moving away to attend, as opposed to differences in other factors (e.g., family income, parental education, academic achievement). When distant students are faced with a local option, however, their probability of attendance substantially increases. Specifically, the creation of a local degree-granting institution is associated with a 28.1% increase in university attendance among local youth, and large increases were registered in each city affected. However, the increase in university participation came at the expense of college participation in most cities. Furthermore, not everyone benefited equally from new universities. In particular, students from lower income families saw the largest increase in university participation, which is consistent with the notion that distance poses a financial barrier. Also, local aboriginal youth only saw a slight increase in university participation when faced with a local university option.

It briefly looks at the demographic characteristics of commuters and explores some of the implications that changing work locations and commute patterns have for infrastructure in Canadian cities.

    While Canadian metropolitan areas continue to be characterized by a strong concentration of jobs in the downtown core, employment grew faster in the suburbs of Canada's largest metropolitan areas than in the city centres between 1996 and 2001. One characteristic of increasing employment in suburban locations is the shifting of manufacturing activities from the core of the city to the suburbs. Retail trade also shifted away from the central core towards more suburban locations. Relatively few workers employed outside the city centre commuted on public transit, rather, most drove or were a passenger in a car. This tendency to commute by car increased the farther the job was located from the city centre.

    Furthermore commute patterns have become more complex, with growth in suburb-to-suburb commutes outpacing traditional commute paths within the city centre, and between the city centre and suburbs. Commuters travelling from suburb to suburb were also much more likely to drive than take public transit.

    Despite the decentralization of jobs occurring in the metropolitan areas, public transit did not lose its share of commuters between 1996 and 2001. While more car traffic headed to jobs in the suburbs, a larger share of commuters heading for the city centre took public transit. This kept the total share of commuters who took public transit stable between 1996 and 2001.

    The report also found that jobs in the downtown core were higher skilled and higher paid, and that earnings increased faster for jobs in the city centre between 1996 and 2001.

    This study assesses how geographic distance between home and school affects the probability of attending university shortly after high school graduation. Students that grow up near a university can save on costs by staying home to attend the local university and thus may be more likely to attend. Using the Survey of Labour and Income Dynamics, a database of Canadian university postal codes and a special postal code conversion file that calculates the geographic co-ordinates of postal codes, it was possible to estimate the straight-line distances between the homes of high school students prior to graduating and the nearest university. After controlling for family income, parental education and other factors associated with university participation, students living 'out-of-commuting distance' are far less likely to attend than are students living 'within commuting distance.' Distance also plays a role in the relationship between university participation and its other correlates, such as family income and sex.

    This working paper provides an overview of census metropolitan and census agglomeration influenced zones, or MIZ, their background and the methodology used to define them. The MIZ classification is an approach to better differentiate areas of Canada outside of census metropolitan areas (CMA) and census agglomerations (CA). Census subdivisions that lie outside these areas are classified into one of four zones of influence ranging from "strong" to "no" influence according to the degree of influence that CMA/CAs have on them. The MIZ classification fills a gap in Statistics Canada's geographic framework and promotes data integration since we expect it will be possible to obtain survey data as well as census data based on the same geographic structure. Studies done with a preliminary version of MIZ showed the potential of MIZ to reveal the diversity of non-metropolitan Canada. Based on feedback received on that initial research, this working paper reports on more recent work that has been done to refine the number and data breakpoints for MIZ categories and to examine the additional variables of distances between census subdivisions (CSDs), physical adjacency and a north-south allocation.

    This is the second in a series of three related Geography working papers (catalogue no. 92F0138MPE) that describe a new statistical area classification that includes census metropolitan areas/census agglomerations, MIZ and the North concept. The first working paper (no. 2000-1, 92F0138MPE00001) briefly describes MIZ and provides tables of selected socio-economic characteristics from the 1991 Census tabulated by the MIZ categories. The third working paper (no. 2000-3, 92F0138MPE00003) describes the North concept and the methodology used to define a continuous line across Canada that separates the north from the south to further differentiate the MIZ classification.
