    Description: The ways in which AI may affect the world of official statistics are manifold and Statistics Netherlands (CBS) is actively exploring how it can use AI within its societal role. The paper describes a number of AI-related areas where CBS is currently active: use of AI for its own statistics production and statistical R&D, the development of a national AI monitor, the support of other government bodies with expertise on fair data and fair algorithms, data sharing under safe and secure conditions, and engaging in AI-related collaborations.

    Today, businesses and individuals are more frequently using electronic networks to obtain information; but are they also using these networks to share information or to create business solutions? Individuals can turn to the Internet to check out companies that post annual reports, catalogues and job opportunities. Businesses can post their catalogues, ask for and reply to tenders, offer training, communicate with customers and suppliers, and post job opportunities over electronic networks. Finally, public sector administrations have entered heavily into electronic information sharing under such initiatives as Government On-Line.

    The Survey of Electronic Commerce and Technology captured how, in 2001, businesses used the Internet, intranets, extranets or electronic data interchanges (EDIs) to make information available within their organizations, to their suppliers or customers, or accessible to other organizations. Businesses were asked the types of information, or interactive or network-based activities they made available via electronic networks. Information included product descriptions or catalogues, order status, demand projections, inventory data, customer information and job opportunities. The one interactive or network-based activity captured was electronic training. The information flows captured by this question provide a better understanding of how e-business, in particular electronic customer and supplier relationships, is operating in Canada.

    This paper discusses in detail issues dealing with the technical aspects of designing and conducting surveys. It is intended for an audience of survey methodologists.

    At Statistics Netherlands, the design and organization of the statistical process is changing rapidly, motivated by the need to produce more consistent data and to cut down the response burden. The ideas behind the new production process are the integration of all survey and administrative data into a limited number of micro-databases and the development of an estimation strategy for those databases.

    This paper provides the initial incentive for an estimation strategy per micro-database. The proposed strategy ensures that all estimated m-way tables are numerically consistent with respect to common margins, even if these tables are estimated from different surveys. Although still based on the calibration principle, it is not necessarily centred on a fixed set of weights per survey. The practicability of the strategy is tested by means of a fictitious example.

    The purpose of this report is to provide an overview of existing methods and techniques making use of personal identifiers to support record linkage. Record linkage can be loosely defined as a methodology for manipulating and / or transforming personal identifiers from individual data records from one or more operational databases and subsequently attempting to match these personal identifiers to create a composite record about an individual. Record linkage is not intended to uniquely identify individuals for operational purposes; however, it does provide probabilistic matches of varying degrees of reliability for use in statistical reporting. Techniques employed in record linkage may also be of use for investigative purposes to help narrow the field of search against existing databases when some form of personal identification information exists.

    One method of enriching survey data is to supplement information collected directly from the respondent with that obtained from administrative systems. The aims of such a practice include being able to collect data which might not otherwise be possible, provision of better quality information for data items which respondents may not be able to report accurately (or not at all) reduction of respondent load, and maximising the utility of information held in administrative systems. Given the direct link with administrative information, the data set resulting from such techniques is potentially a powerful basis for policy-relevant analysis and evaluation. However, the processes involved in effectively combining data from different sources raise a number of challenges which need to be addressed by the parties involved. These include issues associated with privacy, data linking, data quality, estimation, and dissemination.
