      Description:

      The primary source of data used in post index construction are periodic retail-price and cost-of-living surveys conducted at foreign locations by the foreign service personnel stationed there. Statistics Canada analyses this survey data. In addition to a variety of price information gathered from retail outlets patronized by Canadian personnel at the post, data are also obtained regarding their spending patterns, along with information on the availability of any special local purchasing facilities, and the extent to which staff make direct importation of consumer goods from other countries. The general aim is for full-scale surveys to be carried out at about three-year intervals. However, specific studies may be undertaken more or less frequently than this, depending on the volatility of retail price conditions in each particular country, the instability of exchange rates and the extent to which close monitoring of changes in the local retail price situation being faced by Canadian personnel can be achieved through reference to other statistical indicators.

      In the evaluation of prospective survey designs, statistical agencies generally must consider a large number of design factors that may have a substantial impact on both survey costs and data quality. Assessments of trade-offs between cost and quality are often complicated by limitations on the amount of information available regarding fixed and marginal costs related to: instrument redesign and field testing; the number of primary sample units and sample elements included in the sample; assignment of instrument sections and collection modes to specific sample elements; and (for longitudinal surveys) the number and periodicity of interviews. Similarly, designers often have limited information on the impact of these design factors on data quality.

      This paper extends standard design-optimization approaches to account for uncertainty in the abovementioned components of cost and quality. Special attention is directed toward the level of precision required for cost and quality information to provide useful input into the design process; sensitivity of cost-quality trade-offs to changes in assumptions regarding functional forms; and implications for preliminary work focused on collection of cost and quality information. In addition, the paper considers distinctions between cost and quality components encountered in field testing and production work, respectively; incorporation of production-level cost and quality information into adaptive design work; as well as costs and operational risks arising from the collection of detailed cost and quality data during production work. The proposed methods are motivated by, and applied to, work with partitioned redesign of the interview and diary components of the U.S. Consumer Expenditure Survey.

      The study focuses on sales pattern for commodities sold by retailers in Canada. Canadians spent more of their retail dollar on frequently purchased goods such as food and beverages and automotive fuels, oils and additives in 2008 and less on big ticket items such as new vehicles. The only commodity group to decline in 2008 was motor vehicles, parts and services which made up one-fifth of total spending. The market share analysis shows that general merchandisers sold more food and beverages, sporting and leisure goods and housewares as a share of their total sales.

      Several decades of tourism research generally conclude that the benefits people expect to derive from their travel experience are better predictors of their travel behaviour than their income or other socio-demographic characteristics. Using the 2006 Travel and Activity Motivation Survey, this article uses an eight-point index to quantify the value of the three most popular benefits of vacation or pleasure travel: rest and relaxation; nurturing family and friendship ties; and learning and discovery. We compare the value of a given benefit for different kinds of travellers, and compare the value of one benefit relative to another.

      The Family food expenditure in Canada publication provides detailed and summary information on food expenditure by household. Food items purchased from stores and meals bought from restaurants are presented separately. Summary food items purchased from stores include: fresh and frozen meat and poultry; fish; dairy products - milk, cheese; eggs; bakery and cereal products - bread, cookies, cakes; pasta products; breakfast cereal; fresh fruit; other prepared fruit; fresh vegetables; other prepared vegetables; condiments; sugar; coffee and tea; fats and oils; other prepared foods - soups, potato chips; and non-alcoholic beverages. Also, total food purchased from stores is shown by type of store - supermarkets, food specialty stores, convenience stores and other stores. Meals purchased from restaurants are presented as follows: breakfasts, lunches, dinners and between-meals food. Food expenditures are profiled by size and type of household and other household characteristics. Discussions of food purchasing patterns over the years, who goes grocery shopping, who eats out and who buys diary products are included. Information about household income is presented by income group and income quintile.

      Summary and detailed information for the provinces (excluding the North West Territories and the Yukon Territory), selected metropolitan areas (including Whitehorse and Yellowknife) and size of area of residence is presented.       We consider the problem of estimating the “cost weights” and “relative importances” of different item strata for the local market basket areas. The estimation of these parameters is needed to construct the U.S. Consumer Price Index Numbers. We use multivariate models to construct composite estimators which combine information from relevant sources. The mean squared errors (MSE) of the proposed and the existing estimators are estimated using the repeated half samples available from the survey. Based on our numerical results, the proposed estimators seem to be superior to the existing estimators.
