    Description: Microdata files are unique among census products in that they give users access to unaggregated data. This makes the public use microdata files (PUMFs) powerful research tools. Each file contains anonymous individual responses on a large number of variables. The PUMF user can group and manipulate these variables to suit his/her own data and research requirements. Tabulations not included in other census products can be created or relationships between variables can be analysed by using different statistical tests. PUMFs provide quick access to a comprehensive social and economic database about Canada and its people. All subject-matter covered by the census is included in the microdata files. However, to ensure the anonymity of the respondents, geographic identifiers have been restricted to the provinces/territories and large metropolitan areas. Microdata files have traditionally been disseminated on magnetic tape, which required access to a mainframe computer. For the first time, the 1991 PUMFs will also be available on CD-ROM for microcomputer applications. This file contains data based on a 3% of the population enumerated in the 1991 Census. It provides information on the demographic, social and economic characteristics of the Canadian population. The Individual File allows users to return to the base unit of the census, enabling them to group and manipulate the data to suit their own data and research requirements.

Every five years a historical revision is done, based on the results of the Census of Agriculture. Although the data are available in late May and late November, the publication is not completed and released until the following July and January, respectively.

    For some time, Canada Mortgage and Housing Corporation (CMHC) has used data on housing characteristics and housing-related expenditures from the Census of Population. Although the Census data source serves CMHC's purposes to a large extent, the federal government agency turned to the annual household surveys of Statistics Canada to provide information on a more frequent basis. This would allow them to have a better picture of annual trends, and perhaps have a greater choice of other characteristics with which to cross housing data on Canadian households. In 2001, CMHC began to sponsor additional content in both the Survey of Labour and Income Dynamics (SLID) and the Survey of Household Spending (SHS), starting with reference year 2002.

    It begins with a review of demographic and housing market trends, including changes in house prices, rents, and incomes during the 1990s and of factors underlying increasing housing demand late in the decade. Against this backdrop, subsequent chapters examine how well households living in CMAs were housed in 1991, 1996, and 2001. Households that do not live in acceptable housing and do not have sufficient income to afford such housing are deemed to be in core housing need. The last chapter of the report explores the spatial distribution of core housing need in CMAs in 2001 and the characteristics of neighbourhoods in which core housing need was most prevalent.

The intercity indexes of the retail price differentials program of Prices Division had, until recently, excluded any reference to shelter because of conceptual issues. A rental equivalence approach is used for measuring spatial variations in the costs of shelter services among cities. To control for quality variations across areas, a semi-log separate hedonic regression methodology is used to construct the Laspeyres, Paasche, and Fisher Törnqvist interarea indices.
