    In its recently released science and technology (S&T) strategy, Mobilizing Science and Technology to Canada's Advantage (Government of Canada 2007), the federal government stated its commitment to improving its ability to measure and report on the impact of federal S&T expenditures. In response to this challenge, the Policy Research Initiative (PRI) collaborated with departments and agencies that conduct and fund S&T to explore these issues. This article provides a summary from one of the PRI reports, The Transmission of Technology and Knowledge to Innovative Manufacturing Firms by Publicly Funded Research Organizations.

Emphasis was placed on indicators of outcomes and impacts in order to support monitoring, benchmarking, foresight, and evaluation activities, applied to policies and programs, and their economic and social impacts. As expected the Forum provided ideas and guidance for indicators work in both OECD-member and non-member countries as well as for other international organizations.

    This research workshop part of the foresight function of the Science, Innovation and Electronic Information Division, was co-sponsored and hosted by the University of Windsor. The workshop placed the performance of commercialisation in the context of recent federal policy and history. It provided an opportunity for people involved in producing intellectual property for commercialisation to tell their stories. Legal experts advised on the problems of managing intellectual property and on how to make academics, and their private sector partners, better informed about intellectual property protection mechanisms. Recommendations on measurements of commercialisation activities are presented in the report.

    This article presents findings from a 2001 Canadian pilot survey on the use of knowledge management practices by firms. Of the firms surveyed, 9 out of 10 firms reported using at least 1 of the 23 knowledge management practices that were studied. This survey, a world first by a statistical agency, measured the extent to which knowledge management practices were used by Canadian businesses in forestry and logging; chemical manufacturing; transportation equipment manufacturing; machinery, equipment and supply wholesaler-distributors; and management, scientific and technical consulting services. The reasons for and the results of using knowledge management practices, as well as the practices themselves, are examined by firm size and by type of adopter.
