    Description:

    Electricity rates that vary by time-of-day have the potential to significantly increase economic efficiency in the energy market. A number of utilities have undertaken economic studies of time-of-use rates schemes for their residential customers. This paper uses meta-analysis to examine the impact of time-of-use rates on electricity demand pooling the results of thirty-eight separate programs. There are four key findings. First, very large peak to off-peak price ratios are needed to significantly affect peak demand. Second, summer peak rates are relatively effective compared to winter peak rates. Third, permanent time-or-use rates are relatively effective compared to experimental ones. Fourth, demand charges rival ordinary time-of-use rates in terms of impact.

    Description:

    We use data on 14 populations of coho salmon to estimate critical parameters that are vital for management of fish populations. Parameter estimates from individual data sets are inefficient and can be highly biased, and we investigate methods to overcome these problems. Combination of data sets using nonlinear mixed effects models provides more useful results, however questions of influence and robustness are raised. For comparison, robust estimates are obtained. Model-robustness is also explored using a family of alternative functional forms. Our results allow ready calculation of the limits of exploitation and may help to prevent extinction of fish stocks. Similar methods can be applied in other contexts where parameter estimation is part of a larger decision-making process.

    Description:

    This working paper provides an overview of census metropolitan and census agglomeration influenced zones, or MIZ, their background and the methodology used to define them. The MIZ classification is an approach to better differentiate areas of Canada outside of census metropolitan areas (CMA) and census agglomerations (CA). Census subdivisions that lie outside these areas are classified into one of four zones of influence ranging from "strong" to "no" influence according to the degree of influence that CMA/CAs have on them. The MIZ classification fills a gap in Statistics Canada's geographic framework and promotes data integration since we expect it will be possible to obtain survey data as well as census data based on the same geographic structure. Studies done with a preliminary version of MIZ showed the potential of MIZ to reveal the diversity of non-metropolitan Canada. Based on feedback received on that initial research, this working paper reports on more recent work that has been done to refine the number and data breakpoints for MIZ categories and to examine the additional variables of distances between census subdivisions (CSDs), physical adjacency and a north-south allocation.

    This is the second in a series of three related Geography working papers (catalogue no. 92F0138MPE) that describe a new statistical area classification that includes census metropolitan areas/census agglomerations, MIZ and the North concept. The first working paper (no. 2000-1, 92F0138MPE00001) briefly describes MIZ and provides tables of selected socio-economic characteristics from the 1991 Census tabulated by the MIZ categories. The third working paper (no. 2000-3, 92F0138MPE00003) describes the North concept and the methodology used to define a continuous line across Canada that separates the north from the south to further differentiate the MIZ classification.

    Description:

    Statistics Canada's interest in a common delineation of the north for statistical analysis purposes evolved from research to devise a classification to further differentiate the largely rural and remote areas that make up 96% of Canada's land area. That research led to the establishment of the census metropolitan area and census agglomeration influenced zone (MIZ) concept. When applied to census subdivisions, the MIZ categories did not work as well in northern areas as in the south. Therefore, the Geography Division set out to determine a north-south divide that would differentiate the north from the south independent of any standard geographic area boundaries.

    This working paper describes the methodology used to define a continuous line across Canada to separate the north from the south, as well as lines marking transition zones on both sides of the north-south line. It also describes the indicators selected to derive the north-south line and makes comparisons to alternative definitions of the north. The resulting classification of the north complements the MIZ classification. Together, census metropolitan areas, census agglomerations, MIZ and the North form a new Statistical Area Classification (SAC) for Canada.

    Two related Geography working papers (catalogue no. 92F0138MPE) provide further details about the MIZ classification. Working paper no. 2000-1 (92F0138MPE00001) briefly describes MIZ and includes tables of selected socio-economic characteristics from the 1991 Census tabulated by the MIZ categories, and working paper no. 2000-2 (92F0138MPE00002) describes the methodology used to define the MIZ classification.

    This report deals with sampling and weighting, a process whereby certain characteristics are collected and processed for a random sample of dwellings and persons identified in the complete census enumeration. Data for the whole population are then obtained by scaling up the results for the sample to the full population level. The use of sampling may lead to substantial reductions in costs and respondent burden, or alternatively, can allow the scope of a census to be broadened at the same cost.

The results of this survey will provide information on the net worth (wealth) of Canadian families, that is, the value of their assets less their debts.

    This paper examines the objectives of the survey, how the survey has changed since 1984, the types of questions being asked and information that will be provided, as well as other survey background. An accompanying table outlines the content of the questionnaire. The intent of this paper is to describe the work done to date and the next steps for this important subject.

    This document summarizes the comments and feedback received on an earlier document: Towards a new Canadian asset and debt survey - A content discussion paper. The new asset and debt survey (now called the Survey of Financial Security) is to update the wealth information on Canadian families and unattached individuals. Since the last data collection was conducted in 1984, it was essential to include a consultative process in the development of the survey in order to obtain feedback on issues of concern and to define the conceptual framework for the survey.

    Comments on the content discussion paper are summarized by major theme and sections indicate how the suggestions are being incorporated into the survey or why they could not be incorporated. This paper also mentions the main objectives of the survey and provides an overview of the survey content, revised according to the feedback from the discussion paper.

    Description: Many things have been written about Jean-Claude Deville in tributes from the statistical community (see Tillé, 2022a; Tillé, 2022b; Christine, 2022; Ardilly, 2022; and Matei, 2022) and from the École nationale de la statistique et de l’administration économique (ENSAE) and the Société française de statistique. Pascal Ardilly, David Haziza, Pierre Lavallée and Yves Tillé provide an in-depth look at Jean-Claude Deville’s contributions to survey theory. To pay tribute to him, I would like to discuss Jean-Claude Deville’s contribution to the more day-to-day application of methodology for all the statisticians at the Institut national de la statistique et des études économiques (INSEE) and at the public statistics service. To do this, I will use my work experience, and particularly the four years (1992 to 1996) I spent working with him in the Statistical Methods Unit and the discussions we had thereafter, especially in the 2000s on the rolling census.

    Description: The validity of survival estimates from cancer registry data depends, in part, on the identification of the deaths of deceased cancer patients. People whose deaths are missed seemingly live on forever and are informally referred to as “immortals”, and their presence in registry data can result in inflated survival estimates. This study assesses the issue of immortals in the Canadian Cancer Registry (CCR) using a recently proposed method that compares the survival of long-term survivors of cancers for which “statistical” cure has been reported with that of similar people from the general population.

    Description: Recent work in survey domain estimation allows for estimation of population domain means under a priori assumptions expressed in terms of linear inequality constraints. For example, it might be known that the population means are non-decreasing along ordered domains. Imposing the constraints has been shown to provide estimators with smaller variance and tighter confidence intervals. In this paper we consider a formal test of the null hypothesis that all the constraints are binding, versus the alternative that at least one constraint is non-binding. The test of constant versus increasing domain means is a special case. The power of the test is substantially better than the test with the same null hypothesis and an unconstrained alternative. The new test is used with data from the National Survey of College Graduates, to show that salaries are positively related to the subject’s father’s educational level, across fields of study and over several years of cohorts.

    This working paper presents a methodology to measure remoteness at the community level. The method takes into account some of the recent literature on the subject, as well as new computational opportunities provided by the integration of official statistics with data from non-official statistical sources. The approach that was used in the computations accounts for multiple points of access to services; it also establishes a continuum between communities with different transportation infrastructures and connectivity while at the same time retaining the information on the community transportation infrastructures in the database. In addition, a method to implement accessibility measures to selected services is also outlined and a sample of accessibility measures are computed.

    Immigrants comprise an ever-increasing percentage of the Canadian population—at more than 20%, which is the highest percentage among the G8 countries (Statistics Canada 2013a). This figure is expected to rise to 25% to 28% by 2031, when at least one in four people living in Canada will be foreign-born (Statistics Canada 2010).

    This report summarizes the linkage of the Immigrant Landing File (ILF) for all provinces and territories, excluding Quebec, to hospital data from the Discharge Abstract Database (DAD), a national database containing information about hospital inpatient and day-surgery events. A deterministic exact-matching approach was used to link data from the 1980-to-2006 ILF and from the DAD (2006/2007, 2007/2008 and 2008/2009) with the 2006 Census, which served as a “bridge” file. This was a secondary linkage in that it used linkage keys created in two previous projects (primary linkages) that separately linked the ILF and the DAD to the 2006 Census. The ILF–DAD linked data were validated by means of a representative sample of 2006 Census records containing immigrant information previously linked to the DAD.
