Description: This handbook complements the tables of the Pan-Canadian Education Indicators Program (PCEIP). It is a guide that provides general descriptions for each indicator and indicator component. PCEIP has five broad indicator sets: a portrait of the school-age population; financing education systems; elementary and secondary education; postsecondary education; and transitions and outcomes.

Description: Many things have been written about Jean-Claude Deville in tributes from the statistical community (see Tillé, 2022a; Tillé, 2022b; Christine, 2022; Ardilly, 2022; and Matei, 2022) and from the École nationale de la statistique et de l’administration économique (ENSAE) and the Société française de statistique. Pascal Ardilly, David Haziza, Pierre Lavallée and Yves Tillé provide an in-depth look at Jean-Claude Deville’s contributions to survey theory. To pay tribute to him, I would like to discuss Jean-Claude Deville’s contribution to the more day-to-day application of methodology for all the statisticians at the Institut national de la statistique et des études économiques (INSEE) and at the public statistics service. To do this, I will use my work experience, and particularly the four years (1992 to 1996) I spent working with him in the Statistical Methods Unit and the discussions we had thereafter, especially in the 2000s on the rolling census.

Description: The validity of survival estimates from cancer registry data depends, in part, on the identification of the deaths of deceased cancer patients. People whose deaths are missed seemingly live on forever and are informally referred to as “immortals”, and their presence in registry data can result in inflated survival estimates. This study assesses the issue of immortals in the Canadian Cancer Registry (CCR) using a recently proposed method that compares the survival of long-term survivors of cancers for which “statistical” cure has been reported with that of similar people from the general population.

Description: This article presents data sources and methodology for the For-hire Motor Carrier Freight Services Price Index (FHMCFSPI). The FHMCFSPI measures the monthly and quarterly change in the price of shipping services provided by trucking companies in Canada. The index is an important indicator of economic activity within the truck transportation industry, as well as a tool that can be utilized by the industry for cost monitoring, contract assessment and benchmark comparisons.

The first in this series is the Consulting Engineering Services Price Index (CEPI) which is an annual index that measures changes in the prices for services provided by consulting engineers. These services encompass advisory and design work as well as construction or project management. They are provided for many types of projects (fields of specialization), and to both Canadian and foreign clients. Price indexes are published for 10 fields of specialization as well as for national, regional, and foreign markets.

The National Population Health Survey (NPHS) is designed to enhance the understanding of the processes affecting health. The survey collects cross-sectional as well as longitudinal data. In 1994/95 the survey interviewed a panel of 17,276 individuals, then returned to interview them a second time in 1996/97. The response rate for these individuals was 96% in 1996/97. Data collection from the panel will continue for up to two decades. For cross-sectional purposes, data were collected for a total of 81,000 household residents in all provinces (except people on Indian reserves or on Canadian Forces bases) in 1996/97.

This overview illustrates the variety of information available by presenting data on perceived health, chronic conditions, injuries, repetitive strains, depression, smoking, alcohol consumption, physical activity, consultations with medical professionals, use of medications and use of alternative medicine.

Cycle 10 collected data from persons 15 years and older and concentrated on the respondent's family. Topics covered include marital history, common- law unions, biological, adopted and step children, family origins, child leaving and fertility intentions.

The target population of the GSS (General Social Survey) consisted of all individuals aged 15 and over living in a private household in one of the ten provinces.

The objective of this study was to determine if the prevalence of overweight and obesity is associated with neighbourhood walkability. The analysis tested whether a dose-response relationship between the Street Smart Walk Score® and various measures of physical activity, overweight, and obesity existed in a large, population-based sample of adults in urban and suburban Ontario.

The Cancer Risk Management Model incorporates the risk of developing cancer, disease screening and clinical management with cost and labour data to assess health outcomes and economic impact. A screening module added to the lung cancer module enables a variety of scenarios to be evaluated for different target populations with varying rates of participation, compliance, and frequency of low-dose computed tomography screening.

This new dataset increases the information available for comparing the performance of provinces and territories across a range of measures. It combines often fragmented provincial time series data that, as such, are of limited utility for examining the evolution of provincial economies over extended periods. More advanced statistical methods, and models with greater breadth and depth, are difficult to apply to existing fragmented Canadian data. The longitudinal nature of the new provincial dataset remedies this shortcoming. This report explains the construction of the latest vintage of the dataset. The dataset contains the most up-to-date information available.

Using data from the Provincial KLEMS database, this paper asks whether provincial economies have undergone structural change in their business sectors since 2000. It does so by applying a measure of industrial change (the dissimilarity index) using measures of output (real GDP) and hours worked. The paper also develops a statistical methodology to test whether the shifts in the industrial composition of output and hours worked over the period are due to random year-over-year changes in industrial structure or long-term systematic change in the structure of provincial economies. The paper is designed to inform discussion and analysis of recent changes in industrial composition at the national level, notably, the decline in manufacturing output and the concomitant rise of resource industries, and the implications of this change for provincial economies.

Although weights are widely used in survey sampling their ultimate justification from the design perspective is often problematical. Here we will argue for a stepwise Bayes justification for weights that does not depend explicitly on the sampling design. This approach will make use of the standard kind of information present in auxiliary variables however it will not assume a model relating the auxiliary variables to the characteristic of interest. The resulting weight for a unit in the sample can be given the usual interpretation as the number of units in the population which it represents.

In most surveys all sample units receive the same treatment and the same design features apply to all selected people and households. In this paper, it is explained how survey designs may be tailored to optimize quality given constraints on costs. Such designs are called adaptive survey designs. The basic ingredients of such designs are introduced, discussed and illustrated with various examples.

A considerable limitation of current methods for automatic data editing is that they treat all edits as hard constraints. That is to say, an edit failure is always attributed to an error in the data. In manual editing, however, subject-matter specialists also make extensive use of soft edits, i.e., constraints that identify (combinations of) values that are suspicious but not necessarily incorrect. The inability of automatic editing methods to handle soft edits partly explains why in practice many differences are found between manually edited and automatically edited data. The object of this article is to present a new formulation of the error localisation problem which can distinguish between hard and soft edits. Moreover, it is shown how this problem may be solved by an extension of the error localisation algorithm of De Waal and Quere (2003).

SILC (Statistics on Income and Living Conditions) is an annual European survey that measures the population's income distribution, poverty and living conditions. It has been conducted in Switzerland since 2007, based on a four-panel rotation scheme that yields both cross-sectional and longitudinal estimates. This article examines the problem of estimating the variance of the cross-sectional poverty and social exclusion indicators selected by Eurostat. Our calculations take into account the non-linearity of the estimators, total non-response at different survey stages, indirect sampling and calibration. We adapt the method proposed by Lavallée (2002) for estimating variance in cases of non-response after weight sharing, and we obtain a variance estimator that is asymptotically unbiased and very easy to program.
