    Description: Since Canada is a vast country with diverse job opportunities available in various locations, some provinces and territories may face challenges and opportunities in retaining and attracting young skilled talent. This article is the first to inform the issue by determining the share of youth who grew up in a certain province or territory and eventually obtained a postsecondary education but left to work in another province or territory. The article also looks at young skilled workers who entered a province or territory to work, as a share of that province or territory’s initial population of homegrown young skilled labour.

    Description:

    The wages of Canadian women have caught up substantially to those of their male counterparts, particularly from the 1970s to the early 1990s. However, the convergence in earnings by gender has slowed down since 1998. Researchers have struggled to explain this phenomenon with human capital alone (e.g., education and job tenure). Using data from the Canadian Employer–Employee Dynamics Database between 2001 and 2015, this study examines the impact of firms’ hiring and pay-setting policies on the gender earnings gap in Canada.

    The number of people recruited by firms in Local Labour Market Areas provides an important indicator of the reorganisation of the local productive processes. In Italy, this parameter can be estimated using the information collected in the Excelsior survey, although it does not provide reliable estimates for the domains of interest. In this paper we propose a multivariate small area estimation approach for count data based on the Multivariate Poisson-Log Normal distribution. This approach will be used to estimate the number of firm recruits both replacing departing employees and filling new positions. In the small area estimation framework, it is customary to assume that sampling variances and covariances are known. However, both they and the direct point estimates suffer from instability. Due to the rare nature of the phenomenon we are analysing, counts in some domains are equal to zero, and this produces estimates of sampling error covariances equal to zero. To account for the extra variability due to the estimated sampling covariance matrix, and to deal with the problem of unreasonable estimated variances and covariances in some domains, we propose an "integrated" approach where we jointly model the parameters of interest and the sampling error covariance matrices. We suggest a solution based again on the Poisson-Log Normal distribution to smooth variances and covariances. The results we obtain are encouraging: the proposed small area estimation model shows a better fit when compared to the Multivariate Normal-Normal (MNN) small area model, and it allows for a non-negligible increase in efficiency.

Information from personal and professional contacts may lead to a better "match" between a worker and a job than do hirings through purely formal means without access to information from personal contacts. This improved match may also lead to better job outcomes. Social networks could also been seen to be limiting or exclusive of some workers. This presentation discusses findings from the Survey of Labour and Income Dynamics on the use of personal and professional networks in obtaining work. Who uses social networks to find work? What types of work are obtained? Is there a relationship between the use of personal or professional contacts and job outcomes? These are questions of interest for workers, employers and professionals in human resources and employment services.

    The aging of the Canadian population is a well recognized phenomenon and has received considerable policy research attention, particularly in the health and public pension domains. Very little work has been focused on the impacts of aging at the organizational level. Foot and Venne studied the advancement of the baby boom through traditional organizational hierarchies, noting its impacts on human resource policies that encourage horizontal career development. Saba et al looked more particularly at the management of older professionals in the Quebec public service, finding that employee recognition was an important human resource strategy for motivating this group. We extend these studies further along the aging ladder -- to the point where retirement and replacement become the major concerns.

    Looking at the management hierarchy within Statistics Canada, we use a microsimulation model first to estimate the expected level of retirements over the next 10 years. We then detail the adjustments to promotion and hiring rates required to replace outgoing managers. We then examine simulated microdata to estimate the experience effects of increasing turnover. Finally, we use the demographic features of the model to examine whether the increasing turnover is likely to increase the representation of women and visible minorities among Statistics Canada managers.

    Given the assumptions outlined in the paper, we find that increasing turnover rates in the next 10 years will generally not reduce management experience to below recently observed levels. We also find that given equal promotion rates for men and women, the representation rate of women among Statistics Canada managers is likely to increase rapidly in coming years. On the other hand, visible minority representation among managers will likely stall for several years, even with proactive recruitment and advancement policies.
