This project also sought to examine associations between social inclusion and a set of economic, social and health variables.

    Description:

    The house price index compiled by Statistics Netherlands relies on the Sale Price Appraisal Ratio (SPAR) method. The SPAR method combines selling prices with prior government assessments of properties. This paper outlines an alternative approach where the appraisals serve as auxiliary information in a generalized regression (GREG) framework. An application on Dutch data demonstrates that, although the GREG index is much smoother than the ratio of sample means, it is very similar to the SPAR series. To explain this result we show that the SPAR index is an estimator of our more general GREG index and in practice almost as efficient.

    Technical Reports examine the quality of data from the 1996 Census, a large and complex undertaking. While considerable effort was taken to ensure high quality standards throughout each step, the results are subject to a certain degree of error. Each report looks at the collection and processing operations and presents results from data evaluation, as well as notes on historical comparability.

    Technical Reports are aimed at moderate and sophisticated users but are written in a manner which could make them useful to all census data users. Most of the technical reports have been cancelled, with the exception of Age, Sex, Marital Status and Common-law Status, Coverage and Sampling and Weighting. These reports will be available as bilingual publications as well as being available in both official languages on the Internet as free products.

    This report deals with coverage errors, which occured when persons, households, dwellings or families were missed by the 1996 Census or enumerated in error. Coverage errors are one of the most important types of error since they affect not only the accuracy of the counts of the various census universes but also the accuracy of all of the census data describing the characteristics of these universes. With this information, users can determine the risks involved in basing conclusions or decisions on census data.

    In light of a recent change in population coverage, this study was initiated to determine whether the integrity of the Consumer Price Index (CPI) should be questioned on the grounds that it does not explicitly take into account rural house price movements. An attempt is made here to quantify the potential impact, using various regimes of artificial data to represent house price movements for rural regions. The regimes were manufactured in a way that allowed the analysis of differences between urban and rural regions in terms of the evolution of house prices, as well as differences in their cumulative price index levels. Three provinces were considered: Newfoundland, Saskatchewan, and British Columbia, all of which have large rural populations. The study results were monthly indexes for the time period, January 1986 to December 1994. The general conclusion was that house prices in rural regions would have to move very differently from those in urban regions to affect the overall level of the CPI. However, in the case of lower-level aggregates the failure to include rural house prices could be having an important effect. In addition, even when cumulative house price movements for rural and urban regions are similar, differences in their evolution tend to have an effect on the trend of the CPI, especially in the case of lower-level aggregates. While it is tempting to conclude that the current CPI methodology is robust enough to apply to the expanded population, this would be based purely on conjecture about the nature of movements in rural house prices. Hence, a second phase of this study will be initiated, whose purpose will be to develop a methodology to construct price indexes for rural regions.

    The new 1999 Survey of Financial Security (SFS) will provide a picture of the value and nature of assets held by Canadian families. Such information will make it possible to analyse asset holdings over the life cycle, as well as to look at the financial vulnerability and future consumption capabilities of Canadians.

    This report identifies some problematic and complex issues related to the evaluation of owner-occupied dwellings (principal residence) and examines several possible approaches to valuing these dwellings. The following information about the dwelling is considered in suggesting possible valuation methods: insured value, assessed value, dwelling characteristics, and purchase price and year of purchase. An optimal method to produce an objective value for a dwelling is also suggested and methods for deriving the value of principal residences located on farms are discussed as well.
