    Description:

    The main indicators of biotechnology activities in Canada are presented in this article. The data are from the 2001 Biotechnology Use and Development Survey. Within the last few years, except for the amount of financing capital raised, an increase in all the indicators was noticed. For example, the number of innovative firms involved in biotechnology activities rose from 358 in 1999 to 375 in 2001. The Human Health sector outpaces all the other sectors in terms of the number of firms, human resources, biotechnology revenues, biotechnology research and development expenditures, amount of financing capital raised, and the number of products in the pipeline. Contrary to medium-sized and large firms where the personnel is more homogenous, small firms employ mostly highly-qualified workers. The 2001 data show a maturing trend in small firms. Most firms could not hire enough people to fill all their vacancies (estimated at 953 positions in Canada) for the 2001 year.

    This article presents findings from a 2001 Canadian pilot survey on the use of knowledge management practices by firms. Of the firms surveyed, 9 out of 10 firms reported using at least 1 of the 23 knowledge management practices that were studied. This survey, a world first by a statistical agency, measured the extent to which knowledge management practices were used by Canadian businesses in forestry and logging; chemical manufacturing; transportation equipment manufacturing; machinery, equipment and supply wholesaler-distributors; and management, scientific and technical consulting services. The reasons for and the results of using knowledge management practices, as well as the practices themselves, are examined by firm size and by type of adopter.

This is the second in a series of working papers that will examine the results from the Survey of Innovation 1999. This second paper examines innovative manufacturing firms at the provincial level. It includes descriptive statistics and statistical tables for selected questions from the survey.

It was based on a list of businesses classified to construction industries taken from the Statistics Canada's Business Register. The survey consists of eight sections with questions on business environment; success factors; use and planned use of advanced technologies; use and planned use of advanced practices; mergers, acquisitions and expansions; sources of information; obstacles; and impact.

    This paper examines how several factors contribute to innovative activity in the Canadian manufacturing sector. First, it investigates the extent to which intellectual property right protection stimulates innovation. Second, it examines the contribution that R&D makes to innovation. Third, it considers the importance of various competencies in the area of marketing, human resource, technology and production to the innovation process. Fourth, it examines the extent to which a larger firm size and less competition serve to stimulate competition-the so-called Schumpeterian hypothesis. Fifth, the effect of the nationality of a firm on innovation is also investigated. Finally, the paper examines the effect of an industry's environment on a firm's ability to innovate.

    Several findings are of note. First, the relationship between innovation and patent use is found to be much stronger going from innovation to patent use than from patent use to innovation. Firms that innovate take out patents; but firms and industries that make more intensive use of patents do not tend to produce more innovations. Second, while R&D is important, developing capabilities in other areas, such as technological competency and marketing, is also important. Third, size effects are significant. The largest firms tend to be more innovative. As for competition, intermediate levels of competition are the most conducive to innovation. Fourth, foreign-controlled firms are not significantly more likely to innovate than domestic-controlled firms once differences in competencies have been taken into account. Fifth, the scientific infrastructure provided by university research is a significant determinant of innovation.

    This paper describes the evidence that several Statistics Canada studies have developed on the importance of innovation to growth and the need for highly skilled workers in the innovation process. Rather than focusing on broad industry aggregates as is often done, we concentrate our attention on firms and their behaviour. This allows us to investigate the connection between the success of businesses and the strategies that they pursue.

    We find that the more successful firms attribute their success to having developed competencies in a wide range of areas-but that the common factor that most frequently distinguishes faster from slower growing firms is innovation. Innovators in turn place greater emphasis on training and acquiring skilled workers.

    The studies also show that the emphasis on highly skilled workers varies across industries. In goods industries, a training strategy complements an innovation strategy that focuses on R&D, the adoption of new advanced technologies, or the development of new processes. Small firms that are innovative train their workers when they introduce new machinery and equipment. In the service sector, the innovation strategy relies less on new capital and more on new skills embodied in the workforce. Here there is evidence that a training strategy, by itself, has more impact on the success of a firm-probably because it is more likely to be the innovation strategy of the firm.

    Entry and exit are important phenomena. This paper reviews the evidence on the size of this process and its contribution to productivity and innovation. It then develops a detailed portrait of the characteristics of new firms that survive and those that fail. In doing so, it examines the type of competencies that are developed in both groups of firms. It asks which competencies are developed by new firms. In particular, it focuses on the innovative capabilities of new firms. It shows that small firms in general and entrants in particular are heterogeneous when it comes to their innovative activity. The types of innovative activity in which they are engaged vary widely. Some focus on research and development (R&D) and new products. Others focus on new technologies. Still others stress the development of human capital. In addition, this paper examines the competitive environment that new firms face and the connection between growth and innovation. It also examines the complementary skills that are employed by innovators. Finally, the paper focuses on the causes of failure in the firm population. It extends earlier work that finds that failing firms differ from surviving firms in terms of basic competencies-management, financial management and marketing capabilities.
