    This paper examines two aspects of productivity growth in Canada's broadcasting and telecommunications industry. The first is the extent to which aggregate MFP growth in the sector came from scale economies as opposed to technical progress. The second is the extent to which aggregate labour productivity growth and MFP growth came from within-firm growth, and from the effect of reallocation due to firm entry and exit and within incumbents' the dynamic forces associated with competitive change.

    This article investigates the factors associated with voting during the May 2011 federal election. Voting rates are examined across personal, family and labour market characteristics. Multivariate techniques are used to account for many of the characteristics associated with voting. The study is based on several supplemental questions, commissioned by Elections Canada, that were added to the May Labour Force Survey. Voting trends and international comparisons, based on administrative data, are also presented.

    This paper summarizes the findings of a research program aimed at outlining the importance to the firm growth process of competencies that arise from investments in intangible assets. The program has consisted of two parts. First, longitudinal databases have provided a rich set of studies on entry, exit, mergers and other aspects of dynamics related to growth and decline in firm populations. These studies have shown the pervasiveness of growth and decline in the firm population. By themselves, these studies do not demonstrate what strategies differentiate the most successful from the least successful. To do so, we have built a set of firm surveys that allowed profiles to be developed of the type of competencies that stem from investments in organizational capital. In turn, these are linked to administrative data that allow us to classify firms as either growing or declining. We then asked how differences in competencies were related to the performance of firms.

    Using data from the 1976-1999 Canadian Labour Force Survey, we examine the stability of currently held jobs in a manner similar to Diebold, Neumark and Polsky (1997) and Neumark, Polsky and Hansen (1999) who analyzed data from the U.S. Current Population Survey. We find that although the current distribution of in-progress job tenures is filling up with more long jobs, and more shorter jobs - suggesting a polarization of job tenure, the stability of currently held jobs has remained quite stable over the period. A closer look reveals two phases in the Canadian data. The period 1977 to 1993 was characterized by declining job stability. Examining the data by current job tenure, we see a declining stability of short jobs - those less than one year in length were less likely to last one more year in at the end of the 1980s (and beginning of the 1990s) than in the late 1970s. At the same time jobs between one and two years long tended to become more stable - becoming more likely to last one more year by 1993. The second phase - 1993-1999 - was characterized by a reversal of these trends such that by the end of the period, jobs of all lengths were equally as stable as in the late 1970s. Declines across the 1980s in job stability were concentrated in low education, older and younger groups but job stability grew most for these same groups in the 1990s.

    Following U.S. methods allows us to undertake an international comparison. We find that while job stability changes were similar in the two countries between 1987 and 1991, job stability rose relative to the United States between 1991 and 1995. We speculate that this difference is due to a relatively deeper recession in Canada in the early 1990s, and a relatively slow recovery in the mid 1990s.

    The Population Health Model (POHEM) is a policy analysis tool that helps answer "what-if" questions about the health and economic burden of specific diseases and the cost-effectiveness of administering new diagnostic and therapeutic interventions. This simulation model is particularly pertinent in an era of fiscal restraint, when new therapies are generally expensive and difficult policy decisions are being made. More important, it provides a base for a broader framework to inform policy decisions using comprehensive disease data and risk factors. Our "base case" models comprehensively estimate the lifetime costs of treating breast, lung and colorectal cancer in Canada. Our cancer models have shown the large financial burden of diagnostic work-up and initial therapy, as well as the high costs of hospitalizing those dying of cancer. Our core cancer models (lung, breast and colorectal cancer) have been used to evaluate the impact of new practice patterns. We have used these models to evaluate new chemotherapy regimens as therapeutic options for advanced lung cancer; the health and financial impact of reducing the hospital length of stay for initial breast cancer surgery; and the potential impact of population-based screening for colorectal cancer. To date, the most interesting intervention we have studied has been the use of tamoxifen to prevent breast cancer among high risk women.

    This paper studies changes in diversification of firms and plants since the early 1970s in the Canadian manufacturing sector. It finds that there has been a general increase in specialization of both firms and plants. Firms have been continuously reducing the span of industries in which they operate, particularly when the industries are unrelated. Commodity specialization has also occurred at the plant level; however, in contrast to industry specialization, the pace of commodity specialization increased emerged late in the period, around the time of implementation of the Free Trade Agreement between Canada and the United States. Plant specialization increased most in those plants that moved most strongly into export markets.

    This paper documents the changing geography of the Canadian manufacturing sector over a twenty-two year period (1976-1997). It does so by looking at the shifts in employment, as well as other measures of industrial change, across different levels of the rural/urban hierarchy - central cities, adjacent suburbs, medium and small cities, and rural areas.

    The analysis demonstrates that the most dramatic shifts in manufacturing employment were from the central cities of large metropolitan regions to their suburbs. Paralleling trends in the United States, rural regions of Canada have increased their share of manufacturing employment. Rising rural employment shares were due to declining employment shares of small cities and, to lesser degree, large urban regions. Increasing rural employment was particularly prominent in Quebec, where employment shifted away from the Montreal region. By way of contrast, Ontario's rural regions only maintained their share of employment and the Toronto region increased its share of provincial employment over the period. The changing fortunes of rural and urban areas was not the result of across-the-board shifts in manufacturing employment, but was the net outcome of differing locational patterns across industries.

    Change across the rural/urban hierarchy is also measured in terms of wage and productivity levels, diversity, and volatility. In contrast to the United States, wages and productivity in Canada do not consistently decline moving down the rural/urban hierarchy from the largest cities to the most rural parts of the country. Only after controlling for the types of manufacturing industries found in rural and urban regions is it apparent that wages and productivity decline with the size of place. The analysis also demonstrates that over time most rural and urban regions are diversifying across a wider variety of manufacturing industries and that shifts in employment shares across industries - a measure of economic instability - has for some rural/urban classifications increased modestly.
