This paper provides a preview of the comprehensive (historical) revision of the Canadian System National Accounts to be released beginning in June 2012. The last revision of this scope took place in 1997. The paper highlights the changes resulting from the adoption of SNA2008 which is the revised international standard for national accounting, along with statistical revisions arising from new and improved source data and methodologies. Updates to the classification systems used in the Canadian System of National Accounts are also presented along with a list of changes planned for 2014.

In order to provide a holographic or complete picture of low income, Statistics Canada uses three complementary low income lines: the Low Income Cut-offs (LICOs), the Low Income Measures (LIMs) and the Market Basket Measure (MBM). While the first two lines were developed by Statistics Canada, the MBM is based on concepts developed by Human Resources and Skill Development Canada. Though these measures differ from one another, they give a generally consistent picture of low income status over time. None of these measures is the best. Each contributes its own perspective and its own strengths to the study of low income, so that cumulatively, the three provide a better understanding of the phenomenon of low income as a whole. These measures are not measures of poverty, but strictly measures of low income.

The paper explores and assesses the approaches used by statistical offices to ensure effective methodological input into their statistical practice. The tension between independence and relevance is a common theme: generally, methodologists have to work closely with the rest of the statistical organisation for their work to be relevant; but they also need to have a degree of independence to question the use of existing methods and to lead the introduction of new ones where needed. And, of course, there is a need for an effective research program which, on the one hand, has a degree of independence needed by any research program, but which, on the other hand, is sufficiently connected so that its work is both motivated by and feeds back into the daily work of the statistical office. The paper explores alternative modalities of organisation; leadership; planning and funding; the role of project teams; career development; external advisory committees; interaction with the academic community; and research.

Statistics Canada produces monthly import and export merchandise trade price indexes. For the majority of these prices, Statistics Canada uses a variety of proxy measures to derive the price index in lieu of collecting observed import and export prices. The ability of these proxy measures to reflect international trade price movements during times of exchange rate volatility is limited. For this reason, the constant dollar trade estimates derived using these proxy price indexes have been refined with constant dollar adjustments following the appreciation of the Canadian exchange rate beginning at the end of 2002. This paper explains the rational and methodology behind these adjustments, as well as the impact on published trade and GDP estimates.

On October 31 and November 1, 2007, Statistics Canada held a special methodology conference in honour of Professor Carl-Erik Särndal entitled Workshop on Calibration and Estimation in Surveys (WCES). The workshop focused on diverse aspects of Professor Särndal's career - his work, teachings and writings having had a profound affect on the way methodologists carry out their daily duties, both here and abroad. He was a consultant to Statistics Canada for many years and is a member of the Advisory Committee on Statistical Methods. Professor Särndal's deep and lasting influence in this field earned him the 2007 Waksberg Award, one of the most prestigious honours a statistician can receive in recognition of his or her work in survey sampling statistics.

His pioneering work was used by the US Bureau of the Census to learn more about measurement errors in censuses and surveys. People have many misconceptions about censuses, among them who is to be counted and where. Errors in the census do occur, among them errors in coverage. Over the years, the US Bureau of the Census has developed statistical techniques, including sampling in the census, to increase accuracy and reduce response burden.

Over the years, the concept of core inflation has become of crucial importance for the central banks of various countries. Indeed, many of them have at some point been given the mandate to reduce inflation and achieve price stability. In Canada, this mandate was conferred on the Bank of Canada in February 1991.
Core Inflation is often perceived as the trend in the movements of consumer prices. This review of the literature illustrates that more than one definition of core inflation exists. Then, a brief description of the different suggested methods to measure core inflation, as well as some of their results, are shown. Finally, this review offers a bibliography of articles on core inflation.
