Pascal Ardilly, David Haziza, Pierre Lavallée and Yves Tillé provide an in-depth look at Jean-Claude Deville’s contributions to survey theory. To pay tribute to him, I would like to discuss Jean-Claude Deville’s contribution to the more day-to-day application of methodology for all the statisticians at the Institut national de la statistique et des études économiques (INSEE) and at the public statistics service. To do this, I will use my work experience, and particularly the four years (1992 to 1996) I spent working with him in the Statistical Methods Unit and the discussions we had thereafter, especially in the 2000s on the rolling census.Release date: 2024-01-03

People whose deaths are missed seemingly live on forever and are informally referred to as “immortals”, and their presence in registry data can result in inflated survival estimates. - Articles and reports: 12-001-X202300100001Description: Recent work in survey domain estimation allows for estimation of population domain means under a priori assumptions expressed in terms of linear inequality constraints. For example, it might be known that the population means are non-decreasing along ordered domains. Imposing the constraints has been shown to provide estimators with smaller variance and tighter confidence intervals. In this paper we consider a formal test of the null hypothesis that all the constraints are binding, versus the alternative that at least one constraint is non-binding. The test of constant versus increasing domain means is a special case. The power of the test is substantially better than the test with the same null hypothesis and an unconstrained alternative. The new test is used with data from the National Survey of College Graduates, to show that salaries are positively related to the subject’s father’s educational level, across fields of study and over several years of cohorts.Release date: 2023-06-30

The National Population Health Survey (NPHS) is designed to enhance the understanding of the processes affecting health. The survey collects cross-sectional as well as longitudinal data. In 1994/95 the survey interviewed a panel of 17,276 individuals, then returned to interview them a second time in 1996/97. The response rate for these individuals was 96% in 1996/97. Data collection from the panel will continue for up to two decades. For cross-sectional purposes, data were collected for a total of 81,000 household residents in all provinces (except people on Indian reserves or on Canadian Forces bases) in 1996/97.
This overview illustrates the variety of information available by presenting data on perceived health, chronic conditions, injuries, repetitive strains, depression, smoking, alcohol consumption, physical activity, consultations with medical professionals, use of medications and use of alternative medicine.

A 24-hour dietary recall from 16,190 respondents aged 12 or older to the Canadian Community Health Survey - Nutrition was used to determine energy and nutrient intake. To identify plausible respondents, a confidence interval was applied to total energy expenditure derived from equations developed by the Institute of Medicine. Estimates of energy and nutrient intake for plausible respondents were compared with estimates for all respondents.

Low income cut-offs (LICOs) are income thresholds, determined by analysing family expenditure data, below which families will devote a larger share of income to the necessities of food, shelter and clothing than the average family would. To reflect differences in the costs of necessities among different community and family sizes, LICOs are defined for five categories of community size and seven of family size.
Low income Measures (LIMs), on the other hand, are strictly relative measures of low income, set at 50% of adjusted median family income. These measures are categorized according to the number of adults and children present in families, reflecting the economies of scale inherent in family size and composition. This publication incorporates a detailed description of the methods used to arrive at both measurements. It also explains how base years are defined and how LICOs are updated using the Consumer Price Index.

The presentation reviewed the methodological problems related to the anonymisation of a European database, problems enhanced by the multiplicity of perceptions and realities of disclosure risk encountered in the different countries. Best practices are benchmarked against the practical issues. The presentation detailed, first, the Eurostat policy and practical arrangements taken with respect to the release of EU-SILC micro data base and, second, the methodological options taken to anonymise the database. The close inter-relation between these two aspects is highlighted in the presentation. The solution realises a trade off between the reduction of disclosure risk in each national component and the utility of released micro data by preserving information content and harmonisation of procedures used. The future perspectives with respect to European micro data release were also discussed.

This paper examines the level of labour productivity in Canada relative to that of the United States in 1999. In doing so, it addresses two main issues. The first is the comparability of the measures of GDP and labour inputs that the statistical agency in each country produces. Second, it investigates how a price index can be constructed to reconcile estimates of Canadian and U.S. GDP per hour worked that are calculated in Canadian and U.S. dollars respectively. After doing so, and taking into account alternative assumptions about Canada/U.S. prices, the paper provides point estimates of Canada's relative labour productivity of the total economy of around 93% that of the United States. The paper points out that at least a 10 percentage point confidence interval should be applied to these estimates. The size of the range is particularly sensitive to assumptions that are made about import and export prices.

The Canadian Labour Force Survey (LFS) is the official source of monthly estimates of total employment and unemployment. Following the 2011 census, the LFS underwent a sample redesign to account for the evolution of the population and labour market characteristics, to adjust to changes in the information needs and to update the geographical information used to carry out the survey. The redesign program following the 2011 census culminated with the introduction of a new sample at the beginning of 2015. This report is a reference on the methodological aspects of the LFS, covering stratification, sampling, collection, processing, weighting, estimation, variance estimation and data quality.
