This is a user guide to the National Private Vehicle Use Survey. The purpose of the survey is to provide measures of vehicle fuel use and the determinants of fuel use. This information will provide the basis for future policy decisions aimed at reducing the fuel consumed by personal-use vehicles.

To this end, it is important to understand how consumers use their vehicles in order to design adequate energy efficiency programs and alternative energy programs. The specific objectives of the survey are: provide national estimates of annual fuel use for personal-use vehicles (includes passenger cars/light trucks and vans); provide national estimates of total distance driven; identify the main factors in the purchase of a vehicle; identify in a general fashion how households use their vehicles; develop driver profiles by sex, age, marital status, income, education and occupational group; and develop vehicle profiles by vehicle body type, model year, number of cylinders, transmission type, and presence or absence of air conditioning.

In commodity markets there are retailers and supermarkets; in the housing market there are real estate agents; in financial markets, there are depository institutions (commercial banks, savings and loans institutions, credit unions), contractual savings institutions (insurance companies and pension funds) and investment intermediaries (mutual funds, finance companies).

The reality of the Information Highway (IH) is transforming business practices, individual behaviours and government policies. Its potential is generating hype ranging from upbeat optimism about a brave new world with converging technologies as its harbinger, to outright concerns about employment and privacy. The infrastructures of the IH accommodate transactions that pave the way towards an Information Society.

Information technology is a dynamic, multifaceted sector of the Canadian economy. It is at the leading edge of technology, exhibiting rapid and at times radical change. The sector is composed of large numbers of small, rapidly growing companies as well as some very large, long-established ones.

With the signing of the North American Free Trade Agreement (NAFTA), Canada forged a partnership with the United States and Mexico that would see it enter an era of trade liberalization hitherto unparalleled on the North American continent. In so doing, Canada became a key player and an integral part of the world's largest economic union.

On September 11 and 12, 1996 Statistics Canada's Business and Trade Statistics Field sponsored its eight annual conference on statistics and economic analysis in Ottawa. The theme of the conference was Canadian Economic Structural Change in the Age of NAFTA. Guest speakers and submitted papers discussed a variety of topics related to economic restructuring and the NAFTA.

While most property crimes in Canada have been decreasing in recent years, motor vehicle thefts continue to climb steadily. This growth has caused concern among the general public and has resulted in increased use of anti-theft devices by car owners. The consequences of motor vehicle theft are largely monetary, but may also result in physical harm if the victim is robbed of their vehicle (known as carjacking) or if the theft results in a high-speed pursuit by police. Motor vehicles are usually stolen either for “joy-riding” (usually by youths), for re-sale by organized criminal groups or to commit another crime.

The strategies and competencies of small and medium-sized firms are explored here using the responses to the Survey of Growing Small and Medium Size Enterprises, conducted by Statistics Canada. The paper classifies small and medium-sized firms by innovator type and explores the complementary strategies in management, marketing, human resources and financing that are adopted by each innovator type and the success of each type of innovator.

A taxonomy of innovative types is developed that is based on the product/process development orientation of the firm. Differences in competencies in the area of human resources, management, marketing and finance that are possessed by firms in each group are examined. Firms are classified into one of four groups-product innovators, comprehensive (product and process) innovators, process innovators, or non-innovators-based on their responses to 22 innovation-related questions on the survey. These groups correspond to different stages in the development of a product market. Product innovators occupy the first stage, the time when the product is initially introduced. Comprehensive innovators represent the second stage, when the product demand is still growing, and firms in addition to producing new products, have begun to make dramatic improvements in their production efficiencies, by concentrating on process innovations as well as product innovations. Process innovators represent the third phase in the development of a product market, when the product characteristics have become established, and firms seek to improve their market share mainly by improving their production efficiencies. Finally, the last phase is characterized by a relatively stable product line, with a mature production technology.

The competencies of firms differ across these innovative types. Comprehensive innovators tend to develop greater capabilities than the other innovators in a wide range of areas. Comprehensive innovators also tend to outperform the other innovators in terms of growth in sales, market share, and employment size.

Innovators also tailor their financial strategies to their innovator type. Product innovators focus on a low debt/asset strategy with non-standard sources like venture capital. In later stages of the innovation life cycle-comprehensive and process innovators place great emphasis on higher debt/asset ratios and make greater use of long-term debt and equity capital.

This paper looks at the work of the task force responsible for reviewing Statistics Canada's household and family income statistics programs, and at one of associated program changes, namely, the integration of two major sources of annual income data in Canada, the Survey of Consumer Finances (SCF) and the Survey of Labour and Income Dynamics (SLID).

Statistics Canada is engaged in a project "Information System for Science and Technology" which purpose is to develop useful indicators of activity and a framework to tie them together into a coherent picture of science and technology (S&T) in Canada. The Working papers series is used to publish results of the different initiatives conducted within this project. The produced data are related to the activities, linkages and outcomes of S&T. Several key areas are covered such as: innovation, technology diffusion, human resources in S&T and interrelations between different actors involved in S&T. This series also presents important data tabulations taken from regular surveys on R&D and S&T and made possible because of the existing Project.

A major revision of the Provincial Economic Accounts (PEA) was published at the time of the official release. The revision covered the time period 1992 to 1997 and brought the PEA in line with the National Economic and Financial Accounts (NEFA) published early in March.

This on-line product describes the personalization of the long-form questionnaires of Canada's Annual Survey of Manufactures (ASM). Personalization was motivated by the desire to reduce respondent burden. Prior to personalization, long-form questionnaires were the same for all the establishments of a given 4-digit SIC industry. Each questionnaire contained a list comprising almost all the commodities likely to be used as inputs or produced as outputs by that industry. For the typical establishment, only a small subset of the commodities listed was applicable. Personalization involved tailoring those lists to each individual establishment, based on the previous reporting of that same establishment.

After first defining terms and then providing some quantification of the need for personalization, the paper details a number of the prerequisites - an algorithm for commodity selection, a set of stand-alone commodity descriptions, and an automated questionnaire production system. The paper next details a number of the impacts of personalization - and does so in terms of response burden, loss of information, and automation. The paper concludes with a summary and some recommendations.
