This paper considers situations where the target response value is either zero or an observation from a continuous distribution. A typical example analyzed in the paper is the assessment of literacy proficiency with the possible outcome being either zero, indicating illiteracy, or a positive score measuring the level of literacy. Our interest is in how to obtain valid estimates of the average response, or the proportion of positive responses in small areas, for which only small samples or no samples are available. As in other small area estimation problems, the small sample sizes in at least some of the sampled areas and/or the existence of nonsampled areas requires the use of model based methods. Available methods, however, are not suitable for this kind of data because of the mixed distribution of the responses, having a large peak at zero, juxtaposed to a continuous distribution for the rest of the responses. We develop, therefore, a suitable two-part random effects model and show how to fit the model and assess its goodness of fit, and how to compute the small area estimators of interest and measure their precision. The proposed method is illustrated using simulated data and data obtained from a literacy survey conducted in Cambodia.

Many historical comparisons of international productivity use measures of labour productivity (output per worker). Differences in labour productivity can be caused by differences in technical efficiency or differences in capital intensity. Moving to measures of total factor productivity allows international comparisons to ascertain whether differences in labour productivity arise from differences in efficiency or differences in factors utilized in the production process.

This paper examines differences in output per worker in the manufacturing sectors of Canada and the United States in 1929 and the extent to which it arises from efficiency differences. It makes corrections for differences in capital and materials intensity per worker in order to derive a measure of total factor efficiency of Canada relative to the United States, using detailed industry data. It finds that while output per worker in Canada was only about 75% of the United States productivity level, the total factor productivity measure of Canada was about the same as the United States level - that is, there was very little difference in technical efficiency in the two countries. Canada's lower output per worker was the result of the use of less capital and materials per worker than the United States.

The present study illustrates the differential impact on regional economies of relative price changes stemming from commodity price movements, exchange rate changes and changes in international manufactured goods prices. It focuses on Canadian provinces, which are a large, geographically distributed federation of regional economies with widely differing economic bases. In this regard, the study illuminates an important method for examining regional economic performance that is particularly well suited to federations such as Russia or the European Monetary Union, or to large countries such as the United States.

The post-2002 boom in natural resource prices has been a dominant factor in sectors such as exports, investment and the stock market. However, they have had little direct impact on real output or employment, but indirectly have lifted domestic spending.

This publication presents estimates of government revenues attributable to tourism for the years 2000 to 2007. Estimates of the revenue attributable to tourism spending by non-residents (i.e. tourism exports) and by residents (i.e. tourism domestic demand) are also included for the first time. The main data sources are the Canadian Tourism Satellite Account, National Tourism Indicators, the Income and Expenditure Accounts, the Input-Output tables and T4 tax remittance files.

Government revenue covers receipts from taxes on incomes (i.e., on employment earnings, corporate profits, net income of unincorporated business and government business enterprises), contributions to social insurance plans (i.e., premiums for Canada/Quebec Pension Plan, Employment Insurance and workers compensation), taxes on production and products (such as sales and property taxes), and from sales of government goods and services. These revenues are broken down into parts that can be attributed to tourism spending, tourism domestic demand and tourism exports for government as a whole and for the three levels of government (federal, provincial/territorial and municipal) separately. Estimates of the government revenue generated per $100 of tourism spending overall and by residents and non-residents are reported as well. The publication contains several charts and summary tables showing revenues attributable to tourism by level of government and by source of revenue. It also contains a discussion of the concepts, definitions, data sources and methods used in the study.

This study estimates the effect of an additional year of schooling (Grade 10) on academic performance, with the particular aim of understanding the role of schooling in shaping the gender and income divides in academic performance. To identify the returns to schooling, the study takes advantage of a setting whereby standardized tests were administered to large samples of students of very close age, but who were in different school grades as a result of school-entry laws, thus creating a sharp discontinuity in school grades. The findings suggest that one additional year of high school (Grade 10) is associated with a large improvement in overall reading and mathematics performance, and that it had a smaller improvement in science performance. However, the improvements are not equally distributed: mathematics scores improve more for boys than for girls, and reading and science scores improve more for lower than for higher income youth. Most importantly, we find no evidence that girls or higher income youth benefit more from an additional year of high school in any test area. These findings suggest that the key to understanding the weaker academic performance of boys and lower income youth may lie in earlier school years, the home or at birth.

This bulletin updates and summarizes information on the structure and trends for the rural population of Canada, using three major definitions of rural Canada: the "census rural" definition, the "rural and small town" definition and the OECD "predominantly rural region" definition. Each definition illustrates a specific aspect of rural Canada. This analysis is entirely based on data from the Census of Population from 1981 to 2006 (Statistics Canada, 2007).

The analysis for this report is based on data from the Youth in Transition Survey (YITS). The survey was designed by Human Resources and Social Development Canada and Statistics Canada. YITS is a longitudinal survey, which collects information on educational and labour market pathways of a sample of young Canadians in the 18 to 20 age group in 1999. Respondents were asked to provide a range of information on their education and employment experiences as well as information on their personal characteristics. They were interviewed four times since the implementation of the survey, in 2000, 2002, 2004 and 2006. In this report, the data used are from the first four cycles and describe where they stood in their school to work pathway in December 2005 when they were 24 to 26 years of age.

This report is a follow-up of a previous study of postsecondary participation (Shaienks and Gluszynski, 2007) which found that the overall postsecondary dropout rate was 15%. That rate however, differs across all types of institution and by demographic, family and school characteristics. This paper explores the impact of those characteristics on participation, graduation and dropping out of different types of postsecondary institution.

Three new variables were developed to account for the type of institution attended by the student and the status in each of them. The university status, the college status and the other postsecondary status allow us to determine independently the outcome of participation in the different types of institution and profile graduates, continuers and especially drop outs according to their specific characteristics.
