This issue of Juristat presents statistical information on the extent and nature of sexual offences in Canada. Rates of sexual offences are examined at the national and provincial/territorial levels and for major metropolitan areas. Data used in the report include police statistics from the Uniform Crime Reporting Survey and the Homicide Survey and court data from the Adult Criminal Court Survey and the Youth Court Survey. This Juristat also presents analysis from the 1999 General Social Survey on Victimization and takes into account historical and recent amendments to the Criminal Code concerning sexual offences. Other topics include child pornography, trafficking of persons for the purpose of sexual exploitation, child prostitution, dating violence and homicides involving sexual violence.

The 'conditional sentence' was enacted in September 1996 as a new sentencing option for adult offenders. Under this new sanction, an offender could be ordered a term of imprisonment of less than two years to be served within the community. During the 2001 to 2002 period, the Canadian Centre for Justice Statistics conducted a special study of conditional sentences in correctional services in order to examine the impact of this new sentence on the administration of sentencing in Canada and to explore its application through an examination of caseloads and case characteristics.
This report uses data from that special study, as well as the Adult Correctional Services survey, to profile conditional sentence caseloads and case characteristics (e.g., length of sentence, most serious offence, conditions ordered), and offender characteristics (e.g., age, sex, Aboriginal/non-Aboriginal), nationally, provincially and territorially for the period of 1997 to 2001. Data on conditional sentences are also compared with probation and custody trends in order to examine the impact of conditional sentencing on probation and incarceration. Additional information describing jurisdictional administrative policies and procedures governing conditional sentences is also provided. The correctional services data have been supplemented with court data on conditional sentences from three jurisdictions: Newfoundland and Labrador, Ontario and Alberta.

Since their introduction in the mid-1990s, genetically modified seeds have become increasingly popular among Eastern Canadian corn and soybean producers. These producers use the seeds to limit insect damage to crops, or to provide their crops with a resistance to herbicides that would otherwise kill the plants.
Statistics Canada has collected data on genetically modified soybeans and corn in Quebec and Ontario for the past three years. In its field crop surveys, the Agency has tracked plantings, harvestings, production and expected yields for soybeans and corn grown from genetically modified seeds.

The 2001 Participation and Activity Limitation Survey (PALS) is a post-censal survey of adults and children whose everyday activities are limited because of a physical condition or health problem. A sample of those persons who answered 'Yes' to the 2001 Census disability filter questions were included in the PALS survey population. Approximately 35,000 adults and 8,000 children living in private or collective households in the 10 provinces were selected to participate in the survey. The data were collected in the fall of 2001.
This paper focuses on the various supports available for adults with disabilities. These supports include technical aids and devices, assistance with everyday activities, housing modifications and tax credits.

Indicators based on the registration of vital events are used to determine the health status of populations. The need for these indicators at the regional and community levels has grown with the trend toward decentralization in the delivery of health services. Such indicators are important because they affect funding and the types of service that are provided. Health status indicators tend to be associated with variables such as the level of urbanization or socioeconomic status. According to four indicators - mortality ratios for all causes of death, mortality ratios for external causes of death, infant mortality ratios, and low birth weight live birth ratios - some areas of British Columbia, specifically along the border with Alberta, have relatively good health, although the characteristics of these regions suggest that this should not be the case. However, a much different picture emerges when vital event data registered in Alberta for residents of these areas of British Columbia are considered. This article shows that for adequate health planning and program implementation, some communities need data from neighbouring provinces. It illustrates the effect of incorporating Alberta data into the development of health status indicators for British Columbia. It also suggests that similar adjustments may be necessary for data compiled in other provinces.

The positive relationship between socioeconomic status (SES) and longevity has long been established. Comparable evidence exists for SES and morbidity, but observations of this relationship tend to be limited to specific health indicators. In this article, a comprehensive quantitative measure of health status, the Health Utility Index (HUI), is applied to an analysis of the relationship between SES the health status of people aged 25 and over in Ontario. The HUI, based on a set of questions included in the 1990 Ontario Health Survey (OHS), provides a summary index of the health of each respondent. The OHS data show that lower levels of education, income, and occupation are associated with lower HUI values. Health status differences across SES groups are greater in late middle-age than at younger or older ages, a pattern consistent with the findings of other studies. The development of summary indicators like the HUI is part of a larger effort to construct measures for monitoring the health of Canadians.

This objective of this report is to present the status of national data on Aboriginal people who come into contact with the criminal justice system as offenders and victims. The report examines the current and potential collection of an individual's Aboriginal identity through various justice-related surveys at Statistics Canada, the challenges within these surveys to collect these data and provides some insight into the quality of these data. The data and sources are examined within the context of information needs for the justice and social policy sectors, and in relation to the preferred method of measuring Aboriginal Identity at Statistics Canada. Data sources examined include the Incident-based Uniform Crime Reporting Survey, the Homicide Survey, the Integrated Criminal Courts Survey, the Adult Corrections Survey, the Youth Custody and Community Services Survey, the Youth Alternative Measures Survey, the Transition Home Survey, the Victim Services Survey and the General Social Survey on Victimization. Finally, the report briefly describes efforts by other countries to improve justice-related information on their indigenous populations.
