    Description:

    Aviation passenger traffic in Calgary and Edmonton were roughly equal in 1963 but the Calgary market has grown much larger than that of Edmonton. Reasons for growth in these two aviation markets often returned to the debate over a divided aviation market as the result of two airports (Edmonton) versus one at their major competitor (Calgary). It was often suggested that if flights could be consolidated into one airport, «market share» would cease to be lost to the competing airport.

    Major socio-economic variables used in airport passenger forecasting are examined to see if they help to explain the different growth patterns. Population does not appear to explain the differences. Income may be one explanatory factor, with the larger concentration of higher incomes in Calgary. The immigrant population of Calgary has grown faster in the last decade and net migration to Calgary from elsewhere in Canada has been higher--both could stimulate travel. With respect to economic activity stimulating aviation, Calgary has recently led Edmonton in the value of building permits, full-time employment and head office employment. While the socio-economic variables have favoured Calgary, especially in recent years, the decline of Edmonton's passenger aviation traffic, relative to Calgary, has slowed. This has occurred after the moving of most commercial aviation passenger flights from Edmonton City Centre airport to Edmonton International airport. This may support the position that Edmonton was losing aviation passenger traffic to Calgary before the consolidation of commercial aviation flights at Edmonton international airport.

    Data on Aboriginal status contained in this report are based on self-reported (Census) and/or observational (crime) data. They provide information on the nature and extent of Aboriginal involvement in urban, rural and reserve crime as well as the socio-demographic profile of the population of Saskatchewan.

    Based on the 1996 Census data, the Aboriginal population in Saskatchewan tend to be younger, have lower educational levels, higher unemployment rates, and substantially lower incomes than the non-Aboriginal population. Crime rates on reserves were two times higher than rates in rural or urban areas of the province. For violent offences, the rate was almost five times higher on-reserve than in urban or rural areas.

    In all three areas (reserves, urban and rural areas), a larger proportion of adults than youth was accused of a violent offence or an "other" Criminal Code offence. In contrast, youth were more often accused of a property offence than any other offence type. In urban areas, there is an over-representation of Aboriginal persons involved in the criminal justice system. In 1997, more than one-half (52%) of those accused in Prince Albert, Regina and Saskatoon were Aboriginal compared to their 9% proportion in the population of these cities.

    A substantial difference in the male-female ratio of Aboriginal and non-Aboriginal accused was found. Although the majority of all those accused were male, there was a greater proportion of Aboriginal female than non-Aboriginal female accused. Aboriginal accused tended to be younger than non-Aboriginal accused. Almost one-third (31%) of Aboriginal accused were aged 12 to 17 years of age compared to 23% of non-Aboriginal accused.

    In the two cities where victim data were available (Regina and Prince Albert), there was a greater proportion of Aboriginal than non-Aboriginal victims of violent crime compared to their proportion in the overall population of these cities. In 1997, 42% of victims in Prince Albert and Regina were Aboriginal, compared to their 10% proportion in the population of these cities.

    This report has two components. The first is an analytical component which examines trends in police personnel and expenditures at the national, provincial and census metropolitan area (CMA) levels, including data by rank and gender. Appropriate context is also included in terms of recent developments in the police community such as community policing and private security.

    The second component is a tabular component which summarizes crime, personnel and expenditure statistics for all municipal police departments in Canada. Key ratios such as per officer strengths, per capita costs, clearance rates, and violent and property crime rates are included for each force.

    Justice issues addressed: Policing accounts for approximately 60% of all justice expenditures. While crime remains high on the list of public concerns, governments have been forced to make cuts to most public sector areas, including policing. The analysis of trends in key ratios such as per capita costs, population per officer, police to civilian ratios, and the number of offences per officer can help shed some light on how the police community has responded to this changing environment.
