This discipline is operationalized by Statistics Canada’s Data Ethics Secretariat (DES) through ethical reviews. The ethical review process is a direct consequence of the adoption of the Necessity and Proportionality Framework. The aim of this paper is to describe the foundations and the purpose of such reviews. This can help Canadians understand the work of the DES and how Statistics Canada justifies its data acquisitions.
