Highlights

The demand for motor vehicle fuels in Canada continued to grow in 2025, with gross sales of gasoline edging up 2.3% year over year to 44.8 billion litres, a six-year high. Both gross and net sales of gasoline edged closer to levels seen before the COVID-19 pandemic.

Gasoline sales continue to go up

In 2025, gross sales of gasoline approached pre-pandemic levels, rising 2.3% year over year to 44.8 billion litres, the highest level since 2019.

The increase in gasoline demand coincides with more vehicles on Canadian roads. There were 24.2 million gasoline-powered road motor vehicles registered in Canada in 2025, up by 1.8% (+419,645 vehicles) from the previous year.

Furthermore, gasoline prices were 8.6% cheaper in 2025 compared with 2024, partially because of the removal of the consumer carbon price that took effect April 1, 2025.

The National Travel Survey also noted a shift in travel trends among Canadian residents in 2025 coinciding with trade tensions with the United States. Canadian residents took 342.0 million domestic visits in 2025, up from 2024 (+1.5%) and 2019 (+2.5%).

Continuing the trend of steady growth, net sales of gasoline reached 42.7 billion litres in 2025, up 1.9% compared with 2024, though they were 1.5% below 2019 levels.

Ontario and Alberta drive sales increase

In 2025, gross sales of gasoline grew in all provinces and territories, including year-over-year increases in Ontario (+363.8 million litres; +2.2%) and Alberta (+212.4 million litres; +3.3%).

Gasoline sales rebounded in British Columbia (+2.7%) and Quebec (+1.3%) in 2025. Both provinces have provided the strongest incentives in the past to encourage zero-emission vehicle (ZEV) adoption and, in 2025, they had the highest proportion of ZEV registrations in Canada. However, British Columbia paused its rebate program for passenger vehicles in May 2025, and Quebec's program is scheduled to end on December 31, 2026.

Growth in diesel and liquefied petroleum gas

After sales declined in 2024, both diesel and liquefied petroleum rebounded in 2025. Net sales of diesel increased 4.2% in 2025 to 17.9 billion litres, while net sales of liquefied petroleum gas increased 1.5% to 524.9 million litres.

The Gasoline and Other Petroleum Fuels Sold survey collects data used by the Department of Finance for the calculation of fiscal equalization payments to the provinces pursuant to the Federal-Provincial Fiscal Arrangements Act and territorial financing for the territories.

Motor vehicle fuel sales data are available starting in 1987 for Canada as well as provinces and territories.

Gross sales of gasoline represent total sales of all road grades of gasoline, including off-road activities such as farming, forestry, construction, and mining.

Net sales of gasoline (road grade), net sales of diesel oil (road), and net sales of liquefied petroleum gas represent sales on which taxes were remitted at road-use rates minus sales previously reported at road-use tax rates on which taxes were totally or partially refunded.
