Crime Severity Indexes are based on Criminal Code incidents, including traffic violations, as well as other federal statute violations. The base index was set at 100 for 2006 for Canada. Areas with smaller populations are more susceptible to year-to-year variation in Crime Severity Index and crime rate values. As a result, relatively small changes in the number or severity of police-reported incidents can have a greater impact on values for these areas, particularly in the territories. Data on provincial and territorial Crime Severity Indexes are available beginning in 1998. Under the authority of the Canadian Forces Provost Marshal (CFPM), the Canadian Forces Military Police Group is now reporting incidents to the Uniform Crime Reporting Survey. Data from the Office of the CFPM are aggregated at the national level to account for small counts and to protect confidentiality. Therefore, provincial and territorial totals will not equal Canada-level totals. Currently, the Canadian Centre for Justice and Community Safety Statistics is developing the methodology for determining the population counts for the Canadian Armed Forces. Additionally, CFPM data from August to December 2025 are estimates (except for homicides) due to a Records Management System data extraction error that remained unresolved prior to publication. Data for the CFPM are to be interpreted with caution. Crime rates are based on Criminal Code incidents, excluding traffic violations. See table 5 for a list of violations included in the violent crime, property crime and other Criminal Code violations categories. Counts are based on the most serious violation in the incident. One incident may involve multiple violations. Rates are calculated on the basis of 100,000 population. Percent changes are based on unrounded rates. Populations are based on July 1 estimates from Statistics Canada, Centre for Demography.
