The Quality Assurance Framework (QAF) serves as the highest-level governance tool for quality management at Statistics Canada. The QAF provides an overview of the approach used by the Agency to support statistical program areas as they strive to achieve an appropriate balance between the various dimensions of quality and related factors, including the evolving needs of users, costs and respondent burden. The QAF is used in conjunction with Statistics Canada management practices, such as those described in the Agency's Quality Guidelines.
This third edition of the Statistics Canada QAF is composed of 12 stand-alone chapters, each associated with a quality management theme. The chapters are organized into three sections: The Corporate Environment, The Statistical Program and Statistical Outputs. In each chapter, the QAF identifies a set of quality management and risk mitigation strategies that convey Statistics Canada's priorities and values. The QAF then references practices put in place, both Agency-wide and by individual program areas, to achieve success in these strategies.
