Civilian personnel include permanent civilian staff on the police service's payroll, employed in permanent positions such as clerks, dispatchers, managers, cadets, special constables, security officers, school crossing guards and by-law enforcement officers. Populations are based on Statistics Canada's July 1 estimates.
