A new study tracks, for the first time, the ongoing interaction between a group of offenders in Saskatchewan and the justice system in the province.
The Juristat article, "Re-contact with the Saskatchewan justice system," presents the results of a pilot study that examined a cohort of individuals who came into contact with police in Saskatchewan in 2009/2010. Using data from the policing, courts and correctional sectors of the justice system in Saskatchewan, this study followed the cohort over a three-year period to examine their pathways through the justice system and to determine the extent to which they had repeated contact (referred to as a re-contact) with the police for a new offence.
The article also examines key concepts related to re-contact, including prevalence and frequency of re-contact, time elapsed to re-contact, and the nature of re-contact. The concepts of prevalence and frequency of re-contact cover the number of individuals who had re-contact with the justice system, and how often these individuals returned. The concepts of time elapsed to re-contact and the nature of re-contact cover the amount of time elapsed before individuals returned to the system, and whether or not the return was for a more serious or less serious offence.
Note to readers
This study uses special data extracts received in cooperation with, and supported by, the Ministry of Justice, the Royal Canadian Mounted Police and municipal police services in Saskatchewan. The research is also based on data, including additional linking variables, from the Uniform Crime Reporting (UCR2) Survey, the Integrated Criminal Court Survey (ICCS) and the Integrated Correctional Services Survey (ICSS).
The study established the number of people who came into contact and/or had a re-contact with the justice system in Saskatchewan in 2009/2010 by examining records of all founded incidents reported by Saskatchewan police services to the UCR2 survey from 2009/2010 to 2011/2012. The pathways of individuals through the system were established by linking police-reported UCR2 records to data collected through the ICCS and ICSS.
